Ways that not all authorities in China approve. Jinan city, for example, the capital of Shandong province, believe the scorching summer days (<strong>\u708e\u708e\u590f\u65e5<\/strong>y\u00e1n y\u00e1n xi\u00e0 r\u00ec) provoke uncivilized behavior (<strong>\u4e0d\u6587\u660e\u884c\u4e3a<\/strong>b\u00f9 w\u00e9n m\u00edng x\u00edng w\u00e9i). The city that was a historical center of Buddhist culture wishes to maintain its image (<strong>\u7ef4\u62a4\u57ce\u5e02\u5f62\u8c61<\/strong>w\u00e9i h\u00f9 ch\u00e9ng sh\u00ec x\u00edng xi\u00e0ng). In July, Jinan city issued a notice ordering the citizens to avoid littering, loudness, line-jumping, smoking in non-smoking places, spitting, and walking bare feet or shirtless.<\/p>\n<p>Men walking shirtless (<strong>\u8d64\u818a<\/strong>ch\u00ec b\u00f3) during summertime is a worldwide common view, but men walking with a rolled-up shirt and belly exposed, is a specific Chinese phenomenon. On hot days, middle-aged men across the country roll their shirts up above their bellies to cool down. The phenomenon received the humorous English name Beijing bikini, though this custom spread all around the country. In Chinese it\u2019s called <strong>\u8180\u7237<\/strong> (b\u01ceng y\u00e9). <strong>\u8180<\/strong> is a short for <strong>\u5149\u8180\u5b50<\/strong> (gu\u0101ng b\u01ceng zi, <em>to be stripped to the waist<\/em>), and \u7237 means <em>grandfather, dad, uncle<\/em>. Together it can be translated to <em>exposed grandfather<\/em>.<\/p>\n<p>Jinan authorities are not the first to condemn this habit. Tianjin city, one of the\u00a0<a href=\"https:\/\/en.wikipedia.org\/wiki\/National_Central_City\">nine national central cities<\/a>\u00a0of\u00a0China, issued\u00a0<a href=\"http:\/\/gk.tj.gov.cn\/gkml\/000125495\/201904\/t20190430_83201.shtml\">regulations<\/a>\u00a0earlier this year for uncivilized behavior, such as: taking other\u2019s seats on public transportation, screaming in public, cutting in line, and being shirtless in public (<strong>\u5728\u516c\u5171\u573a\u6240\u8d64\u818a\u7684<\/strong>, z\u00e0i g\u014dng g\u00f2ng ch\u01ceng su\u01d2 ch\u00ec b\u00f3 de). Citizens disobeying these rules in Tianjin can face a fine up to 200 RMB.<\/p>\n<p>Beijing Bikini has been classified for years as an uncivilized behavior. In 2011, Handan city, Hebei province, gave its citizens a vivid lesson. On a hot August day, traffic policemen <a href=\"http:\/\/blog.sina.com.cn\/s\/blog_5d07c6130100stlb.html\">distributed shirts<\/a> with the sentence <strong>\u4e89\u505a\u6587\u660e\u4f7f\u8005<\/strong> (zh\u0113ng zu\u00f2 w\u00e9n m\u00edng sh\u01d0 zh\u011b, <em>striving to be a civilized messenger<\/em>) on it. Two thousands shirts were prepared to be given free of charge, in an attempt to make people understand that everyone should be involved in building a civilized city (<strong>\u8ba9\u5e02\u6c11\u4eec\u660e\u767d\uff0c\u4eba\u4eba\u90fd\u53c2\u4e0e\uff0c\u624d\u80fd\u5efa\u8bbe\u6587\u660e\u57ce\u5e02<\/strong>, r\u00e0ng sh\u00ec m\u00edn men m\u00edng b\u00e1i, r\u00e9n r\u00e9n d\u014du c\u0101n y\u00f9, c\u00e1i n\u00e9ng ji\u00e0n sh\u00e8 w\u00e9n m\u00edng ch\u00e9ng sh\u00ec).<\/p>\n<div id=\"attachment_14823\" style=\"width: 535px\" class=\"wp-caption alignnone post-item__attachment\"><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-14823\" class=\"wp-image-14823 \" src=\"https:\/\/blogs.transparent.com\/chinese\/wp-content\/uploads\/sites\/6\/2019\/08\/hot-350x255.jpg\" alt=\"\" width=\"525\" height=\"384\" \/><p id=\"caption-attachment-14823\" class=\"wp-caption-text\">Image via Pixabay<\/p><\/div>\n<p>Different cities, such as Shenyang and Beijing, used the same strategy over the years. Going out to the streets to distribute civilized shirts (<strong>\u6587\u660e\u886b<\/strong>w\u00e9n m\u00edng sh\u0101n) is a good way to educate people without arousing their rage. The Beijing Youth Daily, though, used a more gauche method. In 2002, the newspaper ran candid pictures of shirtless men every day, hoping for compliance in an effort to embarrass the men.<\/p>\n<p>The popular cartoon <strong>\u65b0\u5927\u5934\u513f\u5b50\u548c\u5c0f\u5934\u7238\u7238<\/strong> (X\u012bn d\u00e0 t\u00f3u er zi h\u00e9 xi\u01ceo t\u00f3u b\u00e0 ba) devoted an episode to the Beijing Bikini phenomenon. The animated series tells the story of an ordinary Chinese family of three: father, mother and their son. It portrays day life issues and conflicts of a contemporary modern family without skipping the cultural aspects of each character and its status in the family. In their episode <strong>\u5c34\u5c2c\u7684\u5c0f\u201c\u8180\u7237\u201d<\/strong> (g\u0101n g\u00e0 de xi\u01ceo \u201cb\u01ceng y\u00e9\u201d, <em>embarrassed little<\/em> <em>exposed grandfather<\/em>), for example, the son was the one to walk shirtless outside under the scorching sun. His father exhorts him: <strong>\u5feb\u628a\u8863\u670d\u7a7f\u4e0a<\/strong> (ku\u00e0i b\u01ce y\u012b f\u00fa chu\u0101n sh\u00e0ng, <em>put on your clothes<\/em>), but the kid insists: <strong>\u5929\u6c14\u592a\u70ed\u4e86\uff01<\/strong> (ti\u0101n q\u00ec t\u00e0i r\u00e8 le!, <em>the weather is too hot<\/em>). <em>You are a child now, so it doesn<\/em><em>\u2019t matter<\/em>, answers his father, <em>but we don<\/em><em>\u2019t want this to become a habit, it\u2019s an uncivilized habit<\/em>. But most Chinese elders that are sweltering during the summer refuse to get rid of this habit.
