But several studies have shown that high cesarean section rates could be linked to serious conditions for both maternal and child health. Since 1985, the World Health Organization has considered the ideal rate for caesarean sections to be between 10-15%, and warns against higher rates than the recommended upper limit of 15%.<\/p>\n<p>China cesarean section rates are high. Indeed, they are among the highest in the world, according to the World Health Organization <a href=\"https:\/\/www.who.int\/reproductivehealth\/topics\/best_practices\/GS_in_Asia.pdf\">report<\/a> (<strong>\u62a5\u544a<\/strong> b\u00e0o g\u00e0o). Almost half the babies in China during the years 2007-8 were delivered by cesarean section. The latest <a href=\"http:\/\/www.biodiscover.com\/news\/company\/734225.html\">report<\/a> published by the Chinese National Health Care Committee notes that the percentage of deliveries by cesarean was 36.7%\u00a0in 2018.<\/p>\n<ul>\n<li><strong>2018\u5e74\u5168\u56fd\u5256\u5bab\u4ea7\u7387\u4e3a7%\u3002<\/strong><\/li>\n<\/ul>\n<p><strong>2018 ni\u00e1n qu\u00e1n gu\u00f3 p\u014du g\u014dng ch\u01cen l\u01dc w\u00e8i 36.7%.<\/strong><\/p>\n<p><strong>In 2018, the national cesarean section rate was 36.7%.<\/strong><\/p>\n<p>The main reason, other than medical necessities, that might explain the high rate of caesarean section in China is women\u2019s concerns over a long and painful delivery (<strong>\u63a5\u751f<\/strong> ji\u0113 sh\u0113ng). While epidural injections (<strong>\u65e0\u75db\u5206\u5a29\u9488<\/strong> w\u00fa t\u00f2ng f\u0113n mi\u01cen zh\u0113n) to eliminate pain in a vaginal birth are widely available in developed countries, this service is not always offered in Chinese hospitals. Almost 80% of women in the United States who had a vaginal birth received epidural or spinal anesthesia. In China the rate is under 10%, due to a shortage of anesthesiologists.<\/p>\n<p>According to\u00a0<a href=\"http:\/\/www.wfsahq.org\/workforce-map\">a map<\/a> published by The World Federation of Societies of Anesthesiologists, China has only 5.12 anesthesiologists (<strong>\u9ebb\u9189\u5b66\u8005<\/strong> m\u00e1 zu\u00ec xu\u00e9 zh\u011b) per 100,000 population. The United State, Sweden, Russia, and Czech Republic, for comparison, have more than 20 per 100,000 population. This shortage of anesthesiologists poses a major obstacle to promoting pain-free natural labor in China. Some mothers-to-be (<strong>\u51c6\u5988\u5988<\/strong> zh\u016dn m\u0101 m\u0101) schedule an elective caesarean section (<strong>\u9009\u62e9\u6027\u5256\u8179\u4ea7<\/strong> xu\u01cen z\u00e9 x\u00ecng p\u014du f\u00f9 ch\u01cen) beforehand. Other ask for cesarean sections when arriving at the hospital with contractions. Ma Rongrong, was only 26, when she arrived in labor to the hospital in August of 2017. She was kneeling on the floor, doubled over in pain, begging her family for a cesarean section. In China, cesarean sections require the permission of family members, and Ma\u2019s family refused the operation (<strong>\u624b\u672f<\/strong> sh\u01d2u sh\u00f9). The fact that caesarean section is financially profitable for the hospital is another reason that might explain the high rate (<strong>\u7387<\/strong> l\u01dc) of caesarean sections in China. Childbirth costs vary according to the mode of delivery. Pricing standards vary widely among hospitals and regions, but usually the cost of cesarean section is higher than the cost of a vaginal delivery. Cesarean sections can double and even triple the cost of birth. When the hospital (<strong>\u533b\u9662<\/strong> y\u012b yu\u00e0n) has a financial interest in performing cesarean sections, its doctors encourage and recommend patients to undergo the operation.<\/p>\n<p>In recent years, reducing Chinese cesarean section rate became a priority. China aims to reduce (<strong>\u51cf\u5c11<\/strong> ji\u01cen sh\u01ceo) its rate, by promoting painless vaginal labor (<strong>\u65e0\u75db\u5206\u5a29<\/strong> w\u00fa t\u00f2ng f\u0113n mi\u01cen). There is a focus on educating women on the benefits of natural birth in brochures and through childbirth preparation courses. China is providing <a href=\"https:\/\/www.inkstonenews.com\/health\/china-increase-use-epidurals-during-natural-births\/article\/2174653\">enhanced training<\/a> of anesthesiologists, obstetricians and midwives, regarding the use of anesthesia during natural births . They are also promoting water birth, hypnosis, <a href=\"https:\/\/en.wikipedia.org\/wiki\/Transcutaneous_electrical_nerve_stimulation\">TENS<\/a> device and other ways to relieve the pain. But, mostly, the government is <a href=\"https:\/\/www.bbc.com\/news\/world-asia-china-46265808\">fining and subsidizing hospitals<\/a> according to their cesarean rates. Nowadays, hospitals are simply turning down requests for elective operations. A woman from Hangzhou city, for example, was due to deliver her first newborn in the Hangzhou maternity hospital.
