However, just a few days before the Conference of Parties in Paris started, two Dutch politicians wanted to send a signal, that they do not believe enough is done, and more should be done.\u00a0What? <i>Fractievoorzitters\u00a0<\/i>(party leaders) Jesse Klaver (GroenLinks &#8211; the left greens) and Diederik Samsom (PvdA &#8211; the socialist workers party) proposed a pre-draft for a binding Climate Act. A what???<\/p>\n<p><b>De Klimaatwet<\/b><\/p>\n<p>Klaver and Samsom\u00a0have the idea for a\u00a0<em>klimaatwet<\/em>\u00a0(Climate Act), which they proposed two weeks ago, on November 23. Like the\u00a0<em>begroting\u00a0<\/em>(budget), they want climate to be an issue on the government&#8217;s agenda. The proposal for this new law\u00a0sets ambitious objectives: in\u00a02050, the Netherlands should run 100% on renewable energy. Also in that year, the amount of\u00a0<em>broeikasgassen\u00a0<\/em>(greenhouse gasses) should be cut by 95% against 1990. In 2030, this percentage should be at 55%.<\/p>\n<p>The\u00a0<em>klimaatbegroting\u00a0<\/em>(climate budget) would be presented alongside the normal, financial\u00a0<em>begroting\u00a0<\/em>at\u00a0<em><a href=\"https:\/\/blogs.transparent.com\/dutch\/prinsjesdag-2015\/\">Prinsjesdag<\/a>.<\/em>\u00a0A more general\u00a0<em>klimaatplan\u00a0<\/em>(climate plan)\u00a0with objectives\u00a0for 5 years would be made, like the\u00a0<em><a href=\"https:\/\/blogs.transparent.com\/dutch\/prinsjesdag-2014-instability-but-hope\/\">miljoenennota<\/a>,\u00a0<\/em>with goals presented every year in the <em>klimaatbegroting\u00a0<\/em>which should lead to achieving the main objectives set out in the\u00a0<em>klimaatplan<\/em>.<\/p>\n<p>As it is a law, it would bind the government legally to perform this. That makes it powerful.<\/p>\n<p>Check out how Klaver and Samsom proposed the idea in TV show\u00a0<em>Pauw<\/em>:<\/p>\n<p><a href=\"https:\/\/www.youtube.com\/watch?v=_T0ZEQvhdG8\">https:\/\/www.youtube.com\/watch?v=_T0ZEQvhdG8<\/a><\/p>\n<p>The Act as it was published now is a <em>voorontwerp<\/em>, a pre-draft. It still needs to be reviewed, counseled and worked on a lot, even before it is introduced to the Dutch Parliament, which will ultimately vote on the proposal. It is in Dutch &#8211; so good practice!<\/p>\n<p>The law is estimated to be proposed formally in the\u00a0<em>Tweede kamer\u00a0<\/em><a href=\"https:\/\/blogs.transparent.com\/dutch\/dutch-political-system-in-a-nutshell\/\">https:\/\/blogs.transparent.com\/dutch\/dutch-political-system-in-a-nutshell\/<\/a><\/p>\n<p><b>Is it liked?<\/b><\/p>\n<p>So far, it seems that the Dutch like the idea of more action to cut the amount of\u00a0<em>broeikasgassen\u00a0<\/em>by 95% in 2050. In a\u00a0<em>peiling\u00a0<\/em>(poll), almost two-thirds of the questioned said they want to see more\u00a0<em>overheidsbeleid\u00a0<\/em>(government policies) to attain that goal.<\/p>\n<p>What about the politicians?<\/p>\n<p>55% said that they worried about the environment &#8211; so a majority for action, one could say. But is this\u00a0<em>Klimaatwet\u00a0<\/em>the right way?<\/p>\n<p>According to the VVD (the party for freedom and democracy), the leading party in Dutch polls and currently in the government, these plans are not a good idea. Stricter rules than the rest of the world would lead companies to leave the Netherlands and produce elsewhere, where the restrictions are not as high as in the Netherlands as a result of this\u00a0<em>klimaatwet<\/em>. Thus, a view that puts more emphasis on the economy than on a hard line climate\u00a0<em>beleid<\/em>. As\u00a0<em>fractievoorzitter\u00a0<\/em>Halbe Zijlstra put it:\u00a0<em>Nederland wordt armer, en de wereld nog steeds warmer<\/em>. (The Netherlands get poorer, but the world will still get warmer).<\/p>\n<p>The <em>fractievoorzitters\u00a0<\/em>of the\u00a0PVV\u00a0(the party for freedom, a more populist party), Geert Wilders and of the\u00a0<em>CDA\u00a0<\/em>(the Christian-Democrats), Sybrand Buma are also not in favor. They fear such a law to be too expensive, and that laws by individual countries will not work &#8211; which is the reason for the <a href=\"https:\/\/blogs.transparent.com\/dutch\/cop-21-dutch-focus-on-non-state-actors-earthtoparis\/\">climate summit in Paris<\/a>.<\/p>\n<p>However, there is a majority that supports the idea for such a\u00a0<em>klimaatwet<\/em>.\u00a0SP, SGP, D66, GroenLinks, ChristenUnie,\u00a0PvdD are all wel in favor of it. More pressure on the government\u00a0to go sustainable is necessary. There is more at stake than just some euros. This is about life and the world\u00a0we all share and live in, which is why nobody really takes responsibility.
