These were headlines today for the fact that\u00a0<em>streekbussen\u00a0<\/em>(regional\/local buses)\u00a0and\u00a0<em>regionale treinen\u00a0<\/em>(regional\/local trains)\u00a0are not driving today. So\u00a0<em>reizigers\u00a0<\/em>(travelers) have to find a way around that &#8211; super\u00a0<em>vervelend\u00a0<\/em>(annoying)! So they\u00a0announced a\u00a0<em>staking\u00a0<\/em>(strike) for Monday, April 30 and Tuesday, May 1. The\u00a0<em>stakingen\u00a0<\/em>last the whole day. So a lot of people have trouble getting to work! In this case, those\u00a0<em>vakbonden\u00a0<\/em>are\u00a0<em>FNV Bondgenoten<\/em>, part of the\u00a0<em>Federatie Nederlandse Vakbeweging\u00a0<\/em>(FNV &#8211; Netherlands Trade Union Confederation) and the <em>Christelijk Nationaal Vakverbond\u00a0<\/em>(CNV &#8211; National Federation of Christian Trade Unions). FNV is the largest\u00a0<em>vakbond\u00a0<\/em>in the Netherlands, with more than one million\u00a0<em>leden\u00a0<\/em>(members). It serves <em>werknemers\u00a0<\/em>in the <em>sectoren\u00a0<\/em><em>industrie, dienstverlening, handel, metaal, vervoer<\/em>\u00a0and<em> voeding\u00a0<\/em>(industry, services, trade, metal, transport and foods). Quite a large portfolio! CNV, on the other hand, quite a bit smaller, with about 280,000\u00a0<em>leden<\/em>. Within\u00a0<em>CNV<\/em>, there are smaller sections of\u00a0<em>vakbonden\u00a0<\/em>for specific industries, of which also\u00a0<em>transport<\/em>.<\/p>\n<p>Such\u00a0<em>vakbewegingen\u00a0<\/em>(trade unions) really came up in the <em>In<\/em><em>dustri\u00eble\u00a0Revolutie,\u00a0<\/em>in the 19th century. People came to work in the\u00a0<em>steden\u00a0<\/em>(cities) under very bad labor and living conditions. To improve these, get fair\u00a0<em>loon<\/em> (wages) and better\u00a0<em>werkomstandigheden\u00a0<\/em>(labor conditions), people got together and started\u00a0<em>bewegingen\u00a0<\/em>(movements) to protest these circumstances. In the beginning, such\u00a0<em>stakingen\u00a0<\/em>were still silenced by the\u00a0<em>overheid\u00a0<\/em>(government). However, slowly the situation improved. In 1965, the European Social Charter, in Dutch the\u00a0<em>Europees Sociaal Handvest<\/em>, was signed. While it was not directly applicable and binding for the Dutch people initially, the\u00a0<em>Hoge Raad\u00a0<\/em>(Dutch Supreme Court) decided in 1986 that this Charter was binding directly for Dutch citizens. And that Charter specifies that <em>werknemers <\/em>are allowed to\u00a0go on strike if they cannot agree with <em>werkgevers<\/em>\u00a0about the\u00a0<em>arbeidsvoorwaarden\u00a0<\/em>(work conditions). In the Netherlands, the agreed upon\u00a0<em>arbeidsvoorwaarden\u00a0<\/em>are laid down in the\u00a0<i>cao\u00a0<\/i>(<em>collectieve arbeidsovereenkomst<\/em>\u00a0<em>\u00a0<\/em>&#8211; collective work agreement), pronounced <em>C-A-O<\/em>. And sometimes, as in this case, the\u00a0<em>recht op staking\u00a0<\/em>(right to strike) is considered more important than the\u00a0<em>hinder\u00a0<\/em>(hindering) that is caused by the\u00a0<em>staking<\/em>.<\/p>\n<p>And because it is a\u00a0<em>recht<\/em>,\u00a0<em>werkgevers\u00a0<\/em>are not allowed to punish\u00a0<em>werknemers\u00a0<\/em>in any way for participating in a\u00a0<em>staking.\u00a0<\/em><em>Werkgevers\u00a0<\/em>are not obliged to pay employees on an organized strike, however. If <i>werknemers\u00a0<\/i>participate in an organized\u00a0<em>staking<\/em>, there may be a budget (a\u00a0<em>stakingskas<\/em>) at the\u00a0<em>vakbond\u00a0<\/em>that can get them a small\u00a0<em>vergoeding\u00a0<\/em>(compensation).<\/p>\n<p>The first\u00a0<em>vakbond\u00a0<\/em>was founded in 1834. In 1906, a Dutch conglomerate of different\u00a0<em>vakbonden\u00a0<\/em>was founded to have a stronger standing against larger\u00a0<em>werkgevers\u00a0<\/em>(employers).This conglomerate became FNV in 1977.<\/p>\n<p>What do they want? FNV states that their main goal is decent work and good income for all. Quite straightforward. (Image by Hanny Naibaho at Unsplash.com)<\/p><\/div>\n<p>Since October 2017, FNV and CNV are\u00a0<em>in onderhandeling\u00a0<\/em>(negotiating) with the\u00a0<em>werkgevers<\/em> of transport. They have still not been able to agree on a new\u00a0<em>cao<\/em>. So what is so bad that they felt it was necessary to announce a\u00a0<em>staking<\/em>?<\/p>\n<p>The NOS reported about the strike. A <em>buschauffeur<\/em>\u00a0(bus driver)<em>\u00a0<\/em><a href=\"https:\/\/nos.nl\/artikel\/2229700-staking-legt-streekvervoer-plat-run-op-ov-fietsen.html\">told them<\/a>: <em>&#8220;Het is zeker niet allemaal kommer en kwel, maar er moeten zeker bepaalde dingen veranderen. [&#8230;] Het\u00a0is de werkdruk, ook voor de oudere chauffeurs natuurlijk. En er zitten heel veel diensten bij die niet te halen zijn met de huidige infrastructuur.&#8221; <\/em>(&#8220;It is definitely not all doom and gloom, but there are definitely certain things that have to change. [&#8230;] It is the work pressure, particularly for the older bus drivers, of course. And there are a lot of services that can simply not be achieved with the current infrastructure.&#8221;)<\/p>\n<p>So, things need to change. He mentions\u00a0<em>werkdruk<\/em>. But there is more. The\u00a0<em>buschauffeur\u00a0<\/em>also says that sometimes he does not go to the\u00a0<em>WC\u00a0<\/em>(bathroom), because there is no time. Furthermore, one of the more obvious reasons, they are looking for\u00a0<em>loonsverhoging\u00a0<\/em>(pay rise) of 3%.<\/p>\n<p>And this\u00a0<em>staking<\/em>, by increasing the\u00a0<em>druk\u00a0<\/em>(pressure) on the\u00a0<em>werkgevers<\/em> (since no revenue can be made, yet costs are still there)<\/p>\n<p>And is it\u00a0<em>effectief\u00a0<\/em>(effective)?<\/p>\n<p>Apparently, yes. And that makes sense &#8211; from the first day on, the\u00a0<em>werkgever\u00a0<\/em>loses money. There are still costs, but no money is made! That makes sense &#8211; people cannot rely on the\u00a0<em>streekvervoer<\/em>, and so they\u00a0<em>pakken de fiets\u00a0<\/em>(take the bike). So some people may not even be able to get a bike if they are out, and could perhaps get a\u00a0<em>taxi\u00a0<\/em>(cab)?<\/p>\n<p><strong>What do you think?
