Or, perhaps, the plural <em>stemmen <\/em>is more apt, as the Dutch actually had two\u00a0<em>verkiezingen <\/em>(elections)! One vote for the <em><a href=\"https:\/\/blogs.transparent.com\/dutch\/what-are-the-waterschappen\/\">waterschapsverkiezingen<\/a> <\/em>(water board elections) and the other for the\u00a0<a href=\"https:\/\/blogs.transparent.com\/dutch\/200-years-dutch-staten-generaal\/\"><em>Provinciale Statenverkiezingen<\/em><\/a> (Provincial States elections). Today, the official results will be published. What do these elections mean for the Netherlands? And who won? Who lost? The <em>waterschappen <\/em>are responsible for water management, <a href=\"https:\/\/blogs.transparent.com\/dutch\/zeeland-the-flood-and-the-delta-works\/\">which of course is a big deal in the Netherlands<\/a>. And while this seems quite simple &#8211; to just make sure that our feet stay dry &#8211; there is more to it than you may think. A high water level allows nature to thrive, whereas a low water level helps <em>boeren\u00a0<\/em>(farmers). The <em>waterschappen\u00a0<\/em>are also involved in the\u00a0<em>energietransitie\u00a0<\/em>(energy transition), as they own land that can be used to install\u00a0<em>windmolens\u00a0<\/em>(wind turbines) and\u00a0<em>zonnepanelen\u00a0<\/em>(solar panels). Money can be invested in more such solutions, or the budget can be cut to save the\u00a0<em>belastingbetaler\u00a0<\/em>(taxpayer) a few bucks. These are important political choices!<\/p>\n<p>However, the\u00a0<em>waterschapsverkiezingen\u00a0<\/em>have never gained as much attention as the <em>Provinciale Statenverkiezingen<\/em>, as the latter indirectly determine the\u00a0<em>verdeling\u00a0<\/em>(distribution) of\u00a0<em>zetels\u00a0<\/em>(seats) in the <a href=\"https:\/\/blogs.transparent.com\/dutch\/dutch-political-system-in-a-nutshell\/\"><em>Eerste Kamer<\/em> (&#8220;First Chamber&#8221;, the Senate, or upper house, of the Dutch parliament<\/a>). In fact, the reason that the\u00a0<em>waterschapsverkiezingen\u00a0<\/em>are held together with the\u00a0<em>Provinciale Statenverkiezingen\u00a0<\/em>is to generate a higher <em>opkomst<\/em> (turnout) for the <em>waterschapsverkiezingen.<\/em> Why do those elections suffer from a lower <em>opkomst<\/em>? Well, it may be that people are less interested in the <em>waterschappen\u00a0<\/em>or simply do not know much about them. After all, direct voting of the representatives of the\u00a0<em>waterschappen\u00a0<\/em>at a national level has only existed since 2008. But the strategy to hold the\u00a0<em>verkiezingen\u00a0<\/em>simultaneously seems to be working: The <em>opkomst<\/em> for the <em>waterschapsverkiezingen\u00a0<\/em>grew from 43.5 in 2015 to 50.5 percent this time around. The\u00a0<em>Provinciale Statenverkiezingen\u00a0<\/em>also saw a bump from 46 to 56 percent this year.<\/p>\n<p>Just like in the <a href=\"https:\/\/blogs.transparent.com\/dutch\/dutch-elections-vote-for-city-officials\/\"><em>gemeenteraadsverkiezingen<\/em><\/a>, there are\u00a0<em>lokale partijen\u00a0<\/em>(local parties) and <em>landelijke partijen<\/em> (national parties) that participated in both <em>verkiezingen\u00a0<\/em>held on March 20. The thin white lines in the left map show the provincial borders (Image composed by author from images by Janwillemvanaalst at Commons.wikimedia.org under license CC BY SA 4.0).<\/p><\/div>\n<p>Wednesday&#8217;s elections were held in each of the 12 <em>provincies\u00a0<\/em>and in each of the 21\u00a0<em>waterschappen\u00a0<\/em>of the country. Every <em>gemeente <\/em>(municipality) set up <em>stembureaus <\/em>(polling stations) throughout the <em>gemeente<\/em>. The default <em>stembureau <\/em>is the one closest to your <em>huisadres <\/em>(home address), but you can vote in any of the <em>stembureaus <\/em>in the <em>gemeente<\/em>. That can be quite <em>handig <\/em>(handy) &#8211; but this can also cause problems. While the <em>grenzen <\/em>(borders) of <em>gemeenten <\/em>and <em>provinces <\/em>line up nicely, the <em>waterschappen <\/em>have differently drawn territories. This meant that some <em>gemeenten <\/em>held elections for multiple <em>waterschappen<\/em>! However, your vote only counts for the <em>waterschap <\/em>in which your home is. So if you voted in a <em>stembureau <\/em>outside of your <em>waterschap<\/em>, <a href=\"https:\/\/www.volkskrant.nl\/nieuws-achtergrond\/pas-op-bij-het-stemmen-voor-u-het-weet-staat-u-in-het-verkeerde-waterschap-en-is-uw-stem-ongeldig~bfa9681b\/\">your <em>stem <\/em>was <em>ongeldig<\/em>!<\/a> Luckily, this was quite an unlikely scenario.<\/p>\n<h2><strong>So&#8230; Who won?<\/strong><\/h2>\n<p><iframe loading=\"lazy\" title=\"Forum voor Democratie wint Provinciale Statenverkiezingen: the day after\" width=\"500\" height=\"281\" src=\"https:\/\/www.youtube.com\/embed\/Vy8DdZCBxKY?feature=oembed\" frameborder=\"0\" allow=\"accelerometer; autoplay; clipboard-write; encrypted-media; gyroscope; picture-in-picture; web-share\" referrerpolicy=\"strict-origin-when-cross-origin\" allowfullscreen><\/iframe><\/p>\n<p>For the\u00a0<em>waterschappen<\/em>, it was <em>Water Natuurlijk\u00a0<\/em>(&#8220;Water Naturally&#8221;) that became the biggest party in the country, just like in 2015. As the name suggests, it is a <em>waterspecifieke partij\u00a0<\/em>(water-specific party), so it is not in the race for the\u00a0<em>Provinciale Statenverkiezing<\/em>.<\/p>\n<p>And what about the <em>Provinciale Staten<\/em>?<\/p>\n<p>The big surprise was Forum<em> voor Democratie <\/em>(FvD, Forum for Democracy), a right-wing party led by Thierry Baudet. It is the first time that the <em>partij\u00a0<\/em>participated. With 13 <em>zetels<\/em>, it immediately became the largest <em>partij <\/em>in the <em>Eerste Kamer<\/em>. Baudet profiled his party as anti-establishment, distancing himself from the other parties. The party has strong stances on migration, the EU and climate change with nationalistic tones throughout. Disgruntled voters used to flock to the long-standing anti-establishment <em>Partij voor de Vrijheid\u00a0<\/em>(PVV, Party for Freedom) of Geert Wilders. It seems that they are losing faith, as the PVV lost many voters to FvD. Baudet is the new kid on the block, which promises to blow a new wind into Dutch politics.<\/p>\n<p>Another surprise was on the left:\u00a0<em>GroenLinks<\/em>, the Green Left party led by Jesse Klaver, also gained a substantial amount over 2015, moving from 4 <em>zetels <\/em>to 9. He is primarily focused on the <em>klimaatakkoord\u00a0<\/em>(climate agreement).<\/p>\n<p>Both Klaver and Baudet want to change the status quo, and both do so with a populist narrative.<\/p>\n<p>However, will they be able to really change things? In the end, due to the Dutch political system <a href=\"https:\/\/blogs.transparent.com\/dutch\/what-is-het-poldermodel\/\">(and the famous <em>poldermodel<\/em>)<\/a>, both Baudet and Klaver will have to work together with other parties and find compromises. Will it be enough for their <em>achterban <\/em>(constituency)? We will see.<\/p>\n<p>The big losers are the CDA, D66, PVV and SP, who all lost at least three seats compared to the <em>verkiezingen <\/em>in 2015. Also the government party VVD lost one\u00a0<em>zetel<\/em>. It looks like populism is gaining traction in the Netherlands.<\/p>\n<h3><strong>What do you think of these election results?
