He addressed <em>zorgen <\/em>(concerns) about the virus and what the Dutch <em>overheid <\/em>(government) is considering. Samen komen we deze moeilijke periode te boven. Let een beetje op elkaar. Ik reken op u. <\/em>(The task that is before us is very big. Together we will overcome this difficult time. Pay attention to each other. I am counting on you.)<\/p><\/blockquote>\n<p><iframe loading=\"lazy\" title=\"TERUGKIJKEN: Toespraak premier Rutte: &#039;veel Nederlanders zullen besmet raken met corona&#039;\" width=\"500\" height=\"281\" src=\"https:\/\/www.youtube.com\/embed\/D3QPmphUK_M?start=157&#038;feature=oembed\" frameborder=\"0\" allow=\"accelerometer; autoplay; clipboard-write; encrypted-media; gyroscope; picture-in-picture; web-share\" referrerpolicy=\"strict-origin-when-cross-origin\" allowfullscreen><\/iframe><\/p>\n<p>He was asking for\u00a0<em>begrip voor de zorgen van ouderen\u00a0<\/em>(understanding for the concerns of the elderly); to listen to\u00a0<em>adviezen van deskundigen\u00a0<\/em>(advice from experts); that\u00a0<em>veel mensen besmet zullen raken, maar de meeste met lichte klachten\u00a0<\/em>(many people will be infected, but most people with light complaints) and\u00a0<em>het land gaat niet langdurig op slot\u00a0<\/em>(the country will not go in lockdown for a long time).<\/p>\n<p>You can see the whole speech above. In the comments you can find a transcript in English of it all, so that helps to understand it all!<\/p>\n<p>As of today, March 17, the total number of\u00a0<em>positief geteste mensen\u00a0<\/em>(people tested positive) is 1453, the number of\u00a0<em>doden\u00a0<\/em>(deaths) is 24.<\/p>\n<p>However, the Dutch government hesitates to put the country into lockdown. The Netherlands is an\u00a0<em>open land\u00a0<\/em>(open country), and the damage to the economy of locking down the country for a very long time is\u00a0<em>onverantwoord<\/em> (irresponsible), they say. However, <em>maatregelen\u00a0<\/em>to reduce social contact should be embraced as much as possible, and schools are closed for several weeks.\u00a0<em>Sociale onthouding <\/em>(&#8220;social abstinence&#8221; &#8211; social distancing) is also recommended, and <em>thuiswerken <\/em>(working from home) is done where possible.\u00a0And of course: <a href=\"https:\/\/blogs.transparent.com\/dutch\/dutch-songs-to-wash-your-hands\/\"><em>handen wassen, handen wassen, handen wassen!<\/em><\/a><\/p>\n<h2><strong><em>Een Historische Toespraak<\/em><\/strong><\/h2>\n<p>https:\/\/www.youtube.com\/watch?v=rj-jivW3-Ac<\/p>\n<p>A <em>toespraak <\/em>from the office of the <em>minister-president <\/em>is very rare. While the\u00a0<em>koning\u00a0<\/em>(king) speaks to the country every year on\u00a0<a href=\"https:\/\/blogs.transparent.com\/dutch\/so-what-was-said-during-princes-day\/\"><em>prinsjesdag\u00a0<\/em>(Prince&#8217;s Day)<\/a>, the\u00a0<em>minister-president<\/em>, if anything, holds\u00a0<em>persconferenties\u00a0<\/em>(press conferences) to tell the public about the <em>plannen\u00a0<\/em>(plans) of the <em>kabinet <\/em>(cabinet).<\/p>\n<p>But a\u00a0<em>toespraak <\/em>directly from the <em>premier<\/em>? That&#8217;s exceptional. The last time that the <em>premier <\/em>addressed the nation like this was in 1973, when former\u00a0<em>minister-president\u00a0<\/em>Joop Den Uyl informed the public of\u00a0<em>maatregelen\u00a0<\/em>(measures) taken to deal with the\u00a0<em>oliecrisis\u00a0<\/em>(oil crisis) of the early 1970s. He opened immediately with a big\u00a0<em>maatregel<\/em>: <em>Goedenavond. Gisteren heeft de regering besloten dat vanaf 7 januari benzine alleen nog op de bon te krijgen zal zijn.\u00a0<\/em>(Good evening. Yesterday, the government decided that from January 7, fuel will only be available with coupons.)<\/p>\n<p>That Rutte&#8217;s\u00a0<em>toespraak\u00a0<\/em>was\u00a0<em>bijzonder\u00a0<\/em>(special) is also reflected in the\u00a0<em>kijkcijfers\u00a0<\/em>(ratings): 7 of the 17 million Dutch saw the <em>toespraak\u00a0<\/em>live on TV!<\/p>\n<h2><strong>Why are such Addresses to the Nation so rare in the Netherlands?<\/strong><\/h2>\n<p>Rutte is only the fifth <em>premier\u00a0<\/em>after the Second World War to address the nation in times of peril. There are speeches when a\u00a0<em>vorst\u00a0<\/em>(monarch) leaves office, but those are in line with expectations.<\/p>\n<p>So it&#8217;s been almost 50 years since we had a <em>toespraak<\/em> like this! They are not as common as in the United States, for example. It is part of the Dutch culture of soberness and the different role that the\u00a0<em>premier\u00a0<\/em>plays than the president in other countries. The\u00a0<em>koning\u00a0<\/em>is more responsible for pulling people together and speaking to all, and the political and policy side of things is left to discuss by the\u00a0<em>kabinet<\/em>. And Rutte leads that part. But because that is less\u00a0<em>plechtig\u00a0<\/em>(ceremonious), these kinds of\u00a0<em>toespraken\u00a0<\/em>are rare.
