Not only regarding genders, and I don&#8217;t mean the discussion on what&#8217;s <em>de\u00a0<\/em>and what&#8217;s\u00a0<em>het<\/em>, we&#8217;ve done that <a href=\"https:\/\/blogs.transparent.com\/dutch\/battle-of-genders-2\/\">before<\/a>. No, today I want to talk about how the 2017\u00a0<em>regeerakkoord\u00a0<\/em>(coalition agreement) noted the intention of the Dutch government to reduce the identification of gender where possible and making the state more inclusive, by removing <em>onnodige geslachtsregistratie <\/em>(unnecessary gender registration), among other <em>maatregelen <\/em>(measures). What has this looked like so far?<\/p>\n<h1><strong>1. More inclusive, <em>genderneutraal paspoort <\/em>and <em>ID<\/em><\/strong><\/h1>\n<p><iframe loading=\"lazy\" title=\"Leonne Zeegers is genderneutraal, hoe zit dat precies? - RTL LATE NIGHT MET TWAN HUYS\" width=\"500\" height=\"281\" src=\"https:\/\/www.youtube.com\/embed\/q8D1sSfEPHU?feature=oembed\" frameborder=\"0\" allow=\"accelerometer; autoplay; clipboard-write; encrypted-media; gyroscope; picture-in-picture; web-share\" referrerpolicy=\"strict-origin-when-cross-origin\" allowfullscreen><\/iframe><\/p>\n<p>One of the areas where the government intends to be\u00a0<em>genderneutraal\u00a0<\/em>(gender neutral) is with\u00a0<em>paspoorten\u00a0<\/em>(passports) and\u00a0<em>identiteitskaarten\u00a0<\/em>(ID cards). In a few years, likely in 2025, the Netherlands will no longer require a\u00a0<em>geslacht\u00a0<\/em>(sex) indication on these documents. Other European countries, such as Germany, already don&#8217;t require that information anymore.<\/p>\n<p>Currently, it is possible for those that do not want to identify as either\u00a0<em>mannelijk\u00a0<\/em>(male) or <em>vrouwelijk\u00a0<\/em>(female) to get an X in their identification documents, instead of the M or V. This happened for the first time in October 2018, when Leonne Zeegers <a href=\"https:\/\/nos.nl\/artikel\/2255409-geen-m-of-v-maar-x-voor-het-eerst-paspoort-veranderd-in-genderneutraal.html\">became the first person to get an X in her passport.<\/a> However, she had to fight for it in court. This is still the case, but it should change in a few years.<\/p>\n<h1><strong>2. The current\u00a0<em>artikel\u00a0<\/em><em>1\u00a0<\/em>(article 1) of the\u00a0<em>grondwet<\/em> <a href=\"https:\/\/www.denederlandsegrondwet.nl\/id\/vkwrf6d92rnm\/de_tekst_van_de_grondwet_met_toelichting\">reads as follows<\/a>:<\/p>\n<p><em>Allen die zich in Nederland bevinden, worden in gelijke gevallen gelijk behandeld. Discriminatie wegens godsdienst, levensovertuiging, politieke gezindheid, ras, geslacht of op welke grond dan ook, is niet toegestaan.<\/em><\/p>\n<p>(All who are in the Netherlands are treated equally in equal cases. Discrimination on the grounds of religion, belief, political opinion, race, gender or on any other ground is not allowed.)<\/p>\n<p>A\u00a0<em>wetsvoorstel\u00a0<\/em>(bill) was presented last year to change this into:<\/p>\n<p><em>Allen die zich in Nederland bevinden, worden in gelijke gevallen gelijk behandeld. Discriminatie wegens godsdienst, levensovertuiging, politieke gezindheid, ras, geslacht, <strong>handicap, seksuele gerichtheid<\/strong> of op welke grond dan ook, is niet toegestaan.<\/em><\/p>\n<p>(All who are in the Netherlands are treated equally in equal cases. Discrimination on the grounds of religion, belief, political opinion, race, gender, <strong>disability, sexual orientation<\/strong> or on any grounds whatsoever is not allowed.)<\/p>\n<p>Including both\u00a0<em>handicap\u00a0<\/em>(disability) and\u00a0<em>seksuele gerichtheid\u00a0<\/em>(sexual orientation) makes the\u00a0<em>grondwet<\/em> more inclusive, as no other law can be in conflict with it. This would ensure that those with a different\u00a0<em>seksuele gerichtheid\u00a0<\/em>or <em>handicap <\/em>are not discriminated. The first reading passed through both the\u00a0congressional chambers <a href=\"https:\/\/blogs.transparent.com\/dutch\/binnenhof-eerste-kamer\/\">(the <em>Eerste Kamer\u00a0<\/em>and\u00a0<em>Tweede Kamer<\/em>)<\/a>, and was submitted to the\u00a0<em>Tweede Kamer\u00a0<\/em>just this week for the second reading. If this passes again in both chambers, now requiring a two-thirds majority, the\u00a0<em>grondwet\u00a0<\/em>will be changed. A good majority is in favor of this change, so there&#8217;s a good chance that it will pass!<\/p>\n<h1><strong>3. In practice, this usually is a\u00a0<em>vader\u00a0<\/em>(father) and a\u00a0<em>moeder<\/em> (mother). But when a lesbian couple have a child with a gay couple, for example, they are all four parents, in practice. Currently, this does not work juridically. Such\u00a0<em>meerouderschap\u00a0<\/em>(multiple parenting) is on the table and may be allowed in the future.<\/p>\n<p>Even though a\u00a0<em>regeling\u00a0<\/em>(regulation) for\u00a0<em>meerouderschap\u00a0<\/em>was discussed, it was not feasible in the past three years. A\u00a0<em>regeling\u00a0<\/em>on\u00a0<em>deelgezag\u00a0<\/em>(partial parental authority) might happen, but for now none of it has materialized.
