With 37 parties and hundreds of electable people, choosing a party and a person in that party can be daunting. In this election, they are on <em>Lijst 9<\/em> of 37 (Image by author)<\/p><\/div>\n<p>The Dutch have what&#8217;s called a\u00a0<em>parlementaire democratie\u00a0<\/em>(parliamentary democracy) with a\u00a0<em>meerpartijenstelsel <\/em>(multi-party system) and an <em>evenredige vertegenwoordiging\u00a0<\/em>(proportional representation). What also stands out in the Netherlands is that there is no\u00a0<em>kiesdrempel <\/em>(electoral threshold). This means that anyone, even a single person, can found a <em>partij <\/em>(party). And if they receive enough votes for a <em>zetel <\/em>(seat) in the <em>Tweede Kamer <\/em>(Second Chamber, the Dutch House of Representatives), they actually get that seat!<\/p>\n<p>How many votes are required to get a seat is determined by the\u00a0<em>kiesdeler\u00a0<\/em>(electoral quota). This is simply the amount of total votes cast divided by the number of seats &#8211; if your party reached enough votes for one seat, it gets one seat. This is a list of people that will get a seat for the\u00a0<em>Tweede Kamer\u00a0<\/em>if they get enough votes. The first on the list is the so-called\u00a0<em>lijsttrekker\u00a0<\/em>(&#8220;list puller&#8221;, the party leader). They are the face of the party, those interviewed on its election topics and the ones on the campaign posters. Others in the top 10 might also be prominent, especially if they are part of the <em>regeringspartijen\u00a0<\/em>(governing parties) or the current\u00a0<em>kabinet\u00a0<\/em>(cabinet).<\/p>\n<p>In the Netherlands, you vote both for the party and a specific person on the\u00a0<em>kandidatenlijst\u00a0<\/em>(candidate list) &#8211; so you have to fill in two fields to cast your vote!<\/p>\n<p>You can choose the first person, like most do, or somebody lower on the list. Normally, the\u00a0<em>zetels\u00a0<\/em>are filled in order of the\u00a0<em>kandidatenlijst<\/em>; however, if somebody has a higher number of votes and received at least 25% of the votes of the <em>kiesdeler<\/em>, they get a\u00a0<em>zetel<\/em> based on\u00a0<em>voorkeurstemmen\u00a0<\/em>(preference votes). So if Eva Akeboom, on the list above on place 9, receives more votes than Esther Ouwehand, the\u00a0<em>lijsttrekker\u00a0<\/em>on place 1, she will receive the first\u00a0<em>zetel<\/em>!<\/p>\n<p>As you can tell, your vote really means something, as you can directly vote somebody into power, even if they don&#8217;t get all the votes. So a vote in the Netherlands carries a lot of weight, even if you vote for a smaller <em>partij<\/em>. Of course, with so many\u00a0<em>partijen<\/em>, governing might be more difficult, as many more interests need to be taken into account. This can lead to extremely long <em>formaties <\/em>(formations, forming of the coalition).<\/p>\n<p>After the elections, a\u00a0<em>coalitie\u00a0<\/em>(coalition) is formed of different parties to reach a\u00a0<em>meerderheid\u00a0<\/em>(majority) of the\u00a0<em>Tweede Kamer <\/em>by a <em>formateur <\/em>(&#8220;formator&#8221;) that is appointed by the <em>Tweede Kamer<\/em>. This <em>formateur <\/em>is intended to lead talks to reach a <em>coalitie <\/em>and normally becomes <em>minister-president <\/em>(prime minister). With a <a href=\"https:\/\/blogs.transparent.com\/dutch\/3-ways-the-dutch-state-is-becoming-more-inclusive\/\"><em>regeerakkoord\u00a0<\/em><\/a>(&#8220;government agreement&#8221;, coalition agreement),\u00a0<em>coalitiepartijen\u00a0<\/em>(coalition parties) negotiate the main issues that will be addressed by the new\u00a0<em>kabinet<\/em>. <em>Coalitiepartijen\u00a0<\/em>also offer\u00a0<em>ministers\u00a0<\/em>(ministers) and\u00a0<em>staatssecretarissen\u00a0<\/em>(&#8220;state secretaries&#8221;, junior ministers).<\/p>\n<h1><strong>How do I decide who to vote for in the Dutch elections?<\/strong><\/h1>\n<p><iframe loading=\"lazy\" title=\"2021, waar stem je op?\" width=\"500\" height=\"281\" src=\"https:\/\/www.youtube.com\/embed\/GFW-F57Ej9o?feature=oembed\" frameborder=\"0\" allow=\"accelerometer; autoplay; clipboard-write; encrypted-media; gyroscope; picture-in-picture; web-share\" referrerpolicy=\"strict-origin-when-cross-origin\" allowfullscreen><\/iframe><\/p>\n<p>There are many ways to pick your choice of\u00a0<em>partij\u00a0<\/em>and <em>kandidaat<\/em>. You could look at a single politician&#8217;s social media account, or do one of the numerous\u00a0<a href=\"https:\/\/blogs.transparent.com\/dutch\/the-donald-trump-votewiser\/\"><em>stemwijzers<\/em><\/a> (&#8220;vote pointer&#8221;, a questionnaire to see which party you agree with most). There are many different ones, from the\u00a0<a href=\"https:\/\/www.volkskrant.nl\/kijkverder\/2021\/stemchecker-tweede-kamer\"><em>Volkskrant<\/em><\/a> to the <a href=\"https:\/\/stemwijzer.nl\/\"><em>stemwijzer <\/em>website<\/a> or the website\u00a0<em><a href=\"https:\/\/www.partijgedrag.nl\/\">partijgedrag<\/a>.<\/em><\/p>\n<p>Of course, the parties also make many TV appearances and have their\u00a0<em>kiesprogramma&#8217;s\u00a0<\/em>(electoral programs) available on their websites.<\/p>\n<p>News program <a href=\"https:\/\/www.npostart.nl\/nieuwsuur\/VPWON_1246712\/episode\"><em>Nieuwsuur<\/em><\/a> did a number of one-on-ones with the\u00a0<em>lijsttrekkers\u00a0<\/em>of many of the big parties.\u00a0<em>NOS Op 3\u00a0<\/em>did debates that focused more on youth. They also made two explainer videos explaining each of the biggest parties that participate in the election. You can probably imagine &#8211; that&#8217;s a long video!<\/p>\n<h1><strong>Early voting for the elderly<\/strong><\/h1>\n<p><iframe loading=\"lazy\" title=\"Briefstemmen voor 70+ (lang)\" width=\"500\" height=\"281\" src=\"https:\/\/www.youtube.com\/embed\/Ah9t9VGdz2g?feature=oembed\" frameborder=\"0\" allow=\"accelerometer; autoplay; clipboard-write; encrypted-media; gyroscope; picture-in-picture; web-share\" referrerpolicy=\"strict-origin-when-cross-origin\" allowfullscreen><\/iframe><\/p>\n<p>Because of the Coronavirus, early voting is possible. Today and tomorrow, March 15 and 16, some\u00a0<em>stemlokalen <\/em>(polling station) are already open, especially for\u00a0<em>risicogroepen\u00a0<\/em>(risk groups). This way,\u00a0<em>drukte\u00a0<\/em>(busyness) can be avoided.<\/p>\n<p>Furthermore, this\u00a0<em>verkiezing<\/em> (election), people above the age of 70 can vote by mail, the so-called\u00a0<em>briefstemmen<\/em>. They receive all the necessary information by\u00a0<em>post\u00a0<\/em>(mail) so that they can bring out a vote without having to leave the house.<\/p>\n<p>If you are younger and you don&#8217;t want or can&#8217;t go out to vote, you can\u00a0<em>machtigen\u00a0<\/em>(authorize) somebody to vote for you.<\/p>\n<p>Or, of course, you can\u00a0<em>briefstemmen\u00a0<\/em>if you live abroad. You do have to <a href=\"https:\/\/www.denhaag.nl\/nl\/bestuur-en-organisatie\/verkiezingen\/kiezers-buiten-nederland\/registratie-voor-kiezers-buiten-nederland.htm\">register with the\u00a0<em>gemeente Den Haag\u00a0<\/em>(municipality The Hague)<\/a> well in advance, but it works too!<\/p>\n<h4><strong>Can you vote in the Dutch elections?
