Who is Omtzigt, where do these words come from and what does this all mean? The Netherlands <a href=\"https:\/\/blogs.transparent.com\/dutch\/how-the-dutch-elections-work\/\">just held elections<\/a>. Once the results are clear and the new parliament starts out, it kicks off the <em>kabinetsformatie <\/em>(cabinet formation) with the appointment of a\u00a0<em>verkenner\u00a0<\/em>(&#8220;scout&#8221;). Such a\u00a0<em>verkenner <\/em>talks to the heads of each of the parties that entered parliament about who they can imagine working with and what their main points are. That\u2019s 17 parties this time around, so you might need many parties to come together to get a majority government. This time is a bit special, too, because the <a href=\"https:\/\/blogs.transparent.com\/dutch\/binnenhof-tweede-kamer\/\"><em>Tweede Kamer <\/em>(Second Chamber, the lower house of parliament)<\/a> appointed two, not one, <em>verkenners<\/em>.<\/p>\n<h1><strong>The\u00a0<em>papieren van Ollongren<\/em><\/strong><\/h1>\n<p><iframe loading=\"lazy\" title=\"Ollongren &amp; Omtzigt | Zondag met Lubach (S13)\" width=\"500\" height=\"281\" src=\"https:\/\/www.youtube.com\/embed\/CmXIX37L5-g?feature=oembed\" frameborder=\"0\" allow=\"accelerometer; autoplay; clipboard-write; encrypted-media; gyroscope; picture-in-picture; web-share\" referrerpolicy=\"strict-origin-when-cross-origin\" allowfullscreen><\/iframe><\/p>\n<p>The\u00a0<em>verkenners\u00a0<\/em>started their talks with the 17 parties, one by one, starting with the biggest. Despite the\u00a0<em>toeslagenaffaire\u00a0<\/em>(child welfare fraud scandal) that came to a head in January, which <a href=\"https:\/\/blogs.transparent.com\/dutch\/why-did-the-dutch-government-suddenly-decide-to-leave-aftreding-toeslagenaffaire\/\">caused the current government to step down<\/a>, the VVD is still the biggest party. The VVD is the party of prime minister Mark Rutte.<\/p>\n<p>The talks that the\u00a0<em>verkenners\u00a0<\/em>hold are behind closed\u00a0so that parties can in confidence explain their points of view.<\/p>\n<p>However, inadvertently, some of these talks leaked two weeks ago. One of the <i>verkenners<\/i>, Kajsa Ollongren received the news that she got a positive <a href=\"https:\/\/blogs.transparent.com\/dutch\/3-important-dutch-words-on-the-coronavirus\/\">COVID<\/a> test one morning. With this news, she quickly grabbed her papers and paced outside to the car to get on home to quarantine. However, she was not very careful. One of her notes was showing, and <a href=\"https:\/\/www.dvhn.nl\/extra\/Aantekeningen-van-verkenner-Kajsa-Ollongren-voor-gesprek-met-Mark-Rutte-en-Sigrid-Kaag-zichtbaar-op-foto-26735732.html\">a photographer got a picture<\/a>. Different talking points could be deciphered. One of them was \u201cPositie Omtzigt, functie elders\u201d (position Omtzigt, job elsewhere).<\/p>\n<p>What do these ominous four words mean?<\/p>\n<h1><strong><em>Positie Omtzigt, functie elders<\/em><\/strong><\/h1>\n<p><iframe loading=\"lazy\" title=\"Zo reageert Omtzigt op \u2018functie elders\u2019-aantekening\" width=\"500\" height=\"281\" src=\"https:\/\/www.youtube.com\/embed\/0Q6k94ppn6M?feature=oembed\" frameborder=\"0\" allow=\"accelerometer; autoplay; clipboard-write; encrypted-media; gyroscope; picture-in-picture; web-share\" referrerpolicy=\"strict-origin-when-cross-origin\" allowfullscreen><\/iframe><\/p>\n<p>So who\u2019s Omtzigt? You may recall the <a href=\"https:\/\/blogs.transparent.com\/dutch\/why-did-the-dutch-government-suddenly-decide-to-leave-aftreding-toeslagenaffaire\/\">scandal earlier this year regarding the child benefits fraud<\/a>, which caused the cabinet to step down. Pieter Omtzigt is a parliament member who was at the forefront of bringing all that to light. And he was highly regarded for that in the elections. He got enough votes in the election for 5 seats in parliament!<\/p>\n<p>Some say that because of this, Omtzigt is a <em>doorn in het oog <\/em>(&#8220;thorn in the eye&#8221;, thorn in the side) for the current cabinet. Especially for <a href=\"https:\/\/blogs.transparent.com\/dutch\/a-decade-with-premier-mark-rutte\/\">Prime Minister Mark Rutte<\/a>. And so, <em>functie elders <\/em>could refer to a wish to <em>wegpromoveren <\/em>(&#8220;promote away&#8221;) Omtzigt. By giving him a cabinet or other position, the argument goes, he can no longer be a problematic member of parliament.<\/p>\n<p>Furthermore, it&#8217;s very odd that during the <em>verkenningsphase\u00a0<\/em>(exploration phase) of the formation, there is discussion surrounding specific people.<\/p>\n<p>That&#8217;s the gist of\u00a0<em>Positie Omtzigt, functie elders<\/em>. A hot mess. Immediately after this came out, Wopke Hoekstra, the leader of Omtzigt&#8217;s party CDA, announced that he was shocked by the news. So he probably didn&#8217;t namedrop Omtzigt. The obvious question is: Who did mention Omtzigt? Did Rutte?<\/p>\n<h1><strong>The revelatory debate<\/strong><\/h1>\n<p><iframe loading=\"lazy\" title=\"The interview that killed Mark Rutte\" width=\"500\" height=\"281\" src=\"https:\/\/www.youtube.com\/embed\/pBUT8h7UZ3U?feature=oembed\" frameborder=\"0\" allow=\"accelerometer; autoplay; clipboard-write; encrypted-media; gyroscope; picture-in-picture; web-share\" referrerpolicy=\"strict-origin-when-cross-origin\" allowfullscreen><\/iframe><\/p>\n<p>An odd date for a debate like this, but on April 1, the\u00a0<em>Tweede Kamer\u00a0<\/em>held a debate to discuss this matter. A day earlier, the\u00a0<em>Kamer\u00a0<\/em>requested the publication of the documents that the\u00a0<em>verkenners\u00a0<\/em>drafted to find out who said these words or discussed Omtzigt. Rutte had firmly denied it before.<\/p>\n<p>While not all documents were made public, the conversations with Rutte were. And here, it turns out that he did mention Omtzigt. He said \u201cer moet wat met Omtzigt\u201d (something needs to happen with Omtzigt).<\/p>\n<p>Both the\u00a0<em>verkenners\u00a0<\/em>and Rutte declared that they simply misremembered what was being said, while admitting that it was problematic that Omtzigt was mentioned in the first place in these talks.<\/p>\n<p>After a heavy debate that went until deep into the night, there was a vote of no confidence. It failed by a hair. A vote of disapproval did get a majority.<\/p>\n<p>However, Rutte&#8217;s response was to stick around, and fight to get the\u00a0<em>vertrouwen\u00a0<\/em>(confidence) back.<\/p>\n<p>Can Rutte still continue as\u00a0<em>premier\u00a0<\/em>(prime minister)? Will there be new elections?
