But there is one thing: The different leaders cannot agree on which of the <em>Spitzenkandidaten <\/em>should follow up Jean-Claude Juncker, the current president of the European Commission, the executive organ of the European Union. Let&#8217;s talk about that, but also: What is a\u00a0<em>Spitzenkandidat<\/em>? And how did this German word slip into an otherwise predominantly English-French EU discourse?<\/p>\n<h2><strong>What is this <em>Spitzenkandidaten <\/em>process?<\/strong><\/h2>\n<p><iframe loading=\"lazy\" title=\"How to #Spitzenkandidat (EURACTIV Explains)\" width=\"500\" height=\"281\" src=\"https:\/\/www.youtube.com\/embed\/WOKoeYJeUZE?feature=oembed\" frameborder=\"0\" allow=\"accelerometer; autoplay; clipboard-write; encrypted-media; gyroscope; picture-in-picture; web-share\" referrerpolicy=\"strict-origin-when-cross-origin\" allowfullscreen><\/iframe><\/p>\n<p>The idea behind the process with the\u00a0<em>Spitzenkandidaten\u00a0<\/em>is that the <em>Spitzenkandidat <\/em>of the biggest party in the elections becomes the candidate for Commission president. This is not necessarily the case, but it kind of is the idea. The video above explains it nicely. This process became part of the European elections for the first time in 2014. It was a move meant to make the European elections more democratic, as the people&#8217;s vote now also had influence on who would take on the role of &#8220;president of the EU&#8221;. The video above explains everything you need to know.<\/p>\n<p>But what about that word? Like Aleksandra says in the video, the discourse is mostly English and French, yet this German word,\u00a0<em>Spitzenkandidat<\/em>, stands out like a sore thumb. So, why was this word chosen?<\/p>\n<p><em>Der Spitzenkandidat\u00a0<\/em>(lead candidate) or <em>Spitzenkandidatin <\/em>(female lead candidate), plural <em>die Spitzenkandidaten\/Spitzenkandidatinnen <\/em>are the top contenders of each\u00a0<em>Partei\u00a0<\/em>(party) in the German parliamentary elections. This informs German\u00a0<em>B\u00fcrger\u00a0<\/em>(citizens) who the\u00a0<em>Bundeskanzler\u00a0<\/em>(Federal Chancellor) would most likely be if the <em>Partei\u00a0<\/em>they vote for wins. Yes, the\u00a0<em>Kanzler\u00a0<\/em>in Germany is a member of the\u00a0<em>Bundestag\u00a0<\/em>(German parliament) &#8211; so yes, Angela Merkel is a member of the German parliament!<\/p>\n<p>This is why in Germany, the\u00a0<em>Spitzenkandidat\u00a0<\/em>is also known as the\u00a0<em>Kanzlerkandidat\u00a0<\/em>(Chancellor candidate), as this person is candidate for the position of\u00a0<em>Kanzler<\/em>. After the elections are over, the\u00a0<em>Spitzenkandidat\u00a0<\/em>of the biggest party puts their candidate forward as the\u00a0<em>Kanzlerkandidat<\/em>. After\u00a0<em>Koalitionsverhandlungen\u00a0<\/em>(coalition talks), which occur when the biggest party does not have an absolute majority, the\u00a0<em>Kanzlerkandidat <\/em>is definitely determined, after which the <em>Bundestag <\/em>votes on that <em>Kanzlerkandidat <\/em>becoming chancellor. Because a <em>Koalition <\/em>(coalition) has an absolute majority, this person is very likely to become chancellor.<\/p>\n<p>Since the process in which simply the top candidate of a party in an election is most likely to become the leader of the country is quite unique, the word stuck. The EU process is very similar, and that is where the <em>Spitzenkandidat<\/em> term comes from.<\/p>\n<p>This process is not laid down in law, by the way. So if they really wanted to, the European heads of state could disregard it. However, the European Parliament is unlikely to accept such a decision. It refers to the\u00a0<em>Kandidat\u00a0<\/em>that is at the\u00a0<em>Spitze\u00a0<\/em>of a party&#8217;s candidate list.
