And because of these\u00a0<em>Neuinfektionen<\/em>, countries have once again issued <em>Reisewarnungen <\/em>(travel warnings) and imposed mandatory <em>Quarant\u00e4ne <\/em>(quarantine) of 14 days upon return from a\u00a0<em>Risikogebiet <\/em>(high-risk area). But if you think that these measures stop at country borders, you would be wrong &#8211; at least in Germany. What&#8217;s going on? (Image by engin akyurt at Unsplash.com)<\/p><\/div>\n<p>Germany has 16\u00a0<em>Bundesl\u00e4nder\u00a0<\/em>(Federal States, or\u00a0<em>L\u00e4nder<\/em>). Like the States in the United States, these <em>L\u00e4nder\u00a0<\/em>have a lot of autonomy in certain policy areas. \u00a0With regards to the <em>Coronavirus<\/em>, they can issue their own guidelines and restrictions.<\/p>\n<p>The current definition in Germany for a\u00a0<em>Risikogebiet\u00a0<\/em>is if a <em>Land <\/em>or a region has more than 50 <em>Neuinfektionen <\/em>per 100.000 <em>Einwohner <\/em>(inhabitants) in the 7 days prior, the so-called\u00a0<em>Sieben-Tage-Inzidenz\u00a0<\/em>(seven-day incidence). And there is a <a href=\"https:\/\/www.auswaertiges-amt.de\/de\/ReiseUndSicherheit\/reise-und-sicherheitshinweise\/letzteaktualisierungen\">neat list<\/a> of these\u00a0<em>Risikogebiete<\/em>\u00a0<span style=\"text-decoration: underline\">outside<\/span> of Germany as a whole. But such a list is missing for the regions <span style=\"text-decoration: underline\">within<\/span> Germany! Each <em>Bundesland\u00a0<\/em>decides for itself which region, city or district counts as <em>Risikogebiet<\/em>, and what to do with that <em>Regeln <\/em>(rules) are imposed with that information. And they don&#8217;t shy away from marking areas within Germany as\u00a0<em>Risikogebiete,\u00a0<\/em>either.<\/p>\n<p>Currently (as of October 6), the\u00a0<em>Bundesland\u00a0<\/em>Schleswig-Holstein sees the cities Hamm and Remscheid, as well as four Berlin districts (Mitte, Neuk\u00f6lln, Friedrichshain-Kreuzberg and Tempelhof-Sch\u00f6neberg) as\u00a0<em>Risikogebiete<\/em>.\u00a0<em>Quarant\u00e4ne\u00a0<\/em>of 14 days is mandatory if entering\u00a0the\u00a0<em>Bundesland\u00a0<\/em>from these\u00a0<em>Risikogebiete<\/em>. Berlin, its own\u00a0<em>Stadtstaat\u00a0<\/em>(city state), does not have this classification for its own districts. So travel within Berlin is unrestricted.<\/p>\n<p>Most of the other\u00a0<em>Bundesl\u00e4nder\u00a0<\/em>have a\u00a0<em>Beherbergungsverbot <\/em>(accommodation ban) for travelers from the\u00a0<em>Risikogebiete\u00a0<\/em>within Germany. What this means is that\u00a0<em>Beherbergungsbetriebe\u00a0<\/em>(accommodation establishments), such as hotels, are not allowed to accommodate people from those areas, unless they can show that they fall under <a href=\"https:\/\/www.adac.de\/news\/beherbergungsverbot-corona-hotspots\/\">one of the exemptions<\/a>.<\/p>\n<p>If you want to know the details for a specific <em>Bundesland<\/em>, the <em>Gesundheitsbeh\u00f6rde\u00a0<\/em>(health agency) of the respective <em>Bundesland<\/em> will have the information on their website. Others fear that these simultaneous rule differences lead to <em>Verwirrung <\/em>(confusion) and misunderstanding of the <em>Regeln<\/em>, which could lead to people ignoring them altogether. Notice how much of the <em>Flickenteppich<\/em> corresponds to modern Germany (Image by ziegelbrenner at Commons.wikimedia.org under license CC BY 2.5)<\/p><\/div>\n<p>Due to its many different patterns and colors,\u00a0 the word\u00a0<em>Flickenteppich<\/em> is not only used for a rag rug (the real translation for <em>Flickenteppich<\/em>), but also as a metaphor to describe <em>Fragmentierung <\/em>(fragmentation). In this case, the rules on Coronavirus measures are a <em>Flickenteppich <\/em>within Germany. Each place has their own rules different from the other.<\/p>\n<p>The closest English equivalent may be &#8220;hotchpotch&#8221;. Though our awesome readers have come up with <span style=\"text-decoration: underline\">the<\/span> equivalent: &#8220;patchwork quilt&#8221;! Just like in German, it refers to a rug, but can also be used as a metaphor in the same way. Thank you for letting me know about this word.<\/p>\n<p>Another <em>Flickenteppich<\/em>, which might be related to this one, is the <em>Flickenteppich\u00a0<\/em>that existed centuries ago in the land that is now Germany: the territories of the <em>Heilige R\u00f6mische Reich <\/em>(Holy Roman Empire). The picture above even looks like a <em>Flickenteppich\u00a0<\/em>with all the little kingdoms and duchies all over the map!<\/p>\n<p>With a history like that, it is perhaps not surprising that even more than 350 years later, German <em>Bundesl\u00e4nder <\/em>cannot unite around the same <i>Regeln<\/i>!<\/p>\n<p><strong>Are you traveling within Germany these days?
