In my previous blog,<\/span>\u00a0La Terra Trema<\/a><\/strong><\/span>, I looked at some of the long term implications of Italy’s recent disastrous earthquake.<\/span> <\/span><\/p>\n

I suggested that you tried to read Renzo Piano’s opinion on how Italy should tackle the logistics of rebuilding what has been destroyed and safeguarding that which still stands. Here is my English translation of that text:<\/p>\n

“Siamo eredi, indegni, di un grande patrimonio che ci \u00e8 stato lasciato. Indegni perch\u00e9 non lo proteggiamo. Non ascoltare \u00e8 colpevole. Davanti a catastrofi cos\u00ec non si pu\u00f2 parlare di fatalit\u00e0”.<\/strong>
\n“We are the undeserving heirs to a great patrimony that has been left to us. Undeserving because we don’t protect it. We are guilty of not listening. In the face of catastrophes such as this we can’t talk about fate”.<\/p>\n

Non sempre i terremoti sono prevedibili.<\/strong>
\nEarthquakes aren’t always predictable.
\n<\/span><\/p>\n

“La natura fa il suo corso, \u00e8 indifferente alle nostre sofferenze. Ma noi abbiamo una grande forza: l\u2019intelligenza. Parlare di fatalit\u00e0 \u00e8 fare un torto all\u2019intelligenza umana. La storia insegna: ci siamo sempre difesi, con ripari, fortilizi, magie. Tocca a noi, al nostro senso di responsabilit\u00e0, mettere la giusta energia nella messa in sicurezza del territorio”.<\/strong>

“Ma non l\u2019abbiamo fatto. Dove vengono alzate le difese si limitano i danni. A Norcia, per esempio, il sisma non \u00e8 stato disastroso come nei paesi vicini. Perch\u00e9 sono stati fatti i lavori adeguati. Dopo gli ultimi terremoti si \u00e8 agito bene. Non occorre cercare il Giappone o la California per trovare esempi imitabili. Ogni volta che \u00e8 stato fatto uno sforzo, c\u2019\u00e8 stato un risultato positivo”.<\/strong>
\n“But we haven’t done it. Where defences are erected the damage is limited. In Norcia<\/strong>, for example, the quake wasn’t as disastrous as in nearby villages. Because adequate work was carried out. Since the previous earthquakes they did the right thing. It’s not necessary to look at Japan or California to find examples to imitate. Every time that an effort has been made there’s been a positive result”.<\/p>\n

Architetto Piano, davanti ai morti, alla disperazione dei sopravvissuti, allo smarrimento degli sfollati, allo straordinario lavoro dei soccorritori, lei dice: pi\u00f9 che parole servono risposte. La prima?<\/strong>
\nArchitect Piano, in the face of deaths, the desperation of the survivors, the bewilderment of those evacuated, the extraordinary work of the rescuers, you say: we need answers, not talk. What is the first answer?
\n<\/span><\/p>\n

“Non si deve allontanare la gente da dove ha vissuto. Amatrice, Pescara del Tronto, Arcuata, Accumoli, Grisciano: bisogna ricostruire tutto com\u2019era e dov\u2019era. Sradicare le persone dai loro luoghi \u00e8 un atto crudele. Vuol dire aggiungere sofferenza alla sofferenza”.<\/strong>
\n“You mustn’t take people away from where they have lived. Amatrice, Pescara del Tronto, Arcuata, Accumoli, Grisciano: we need to rebuild everything as it was and where it was. Uprooting people from their homes is an act of cruelty. It would mean adding suffering to suffering”.<\/p>\n

La pensa cos\u00ec anche il governo. E finalmente non ci sono polemiche.<\/strong>
\nThe government is of the same opinion. And for once there’s no squabbling.
\n<\/span><\/p>\n

“Mi fa piacere. Se cerchi un uomo c\u2019\u00e8 sempre una casa. Bisogna ricostruire tra le pietre, le soglie e la gente che la abita”.<\/strong>
\n“I’m pleased. Where there’s a man there’s a home. It’s necessary to rebuild amongst the stones, the doorsteps and the folk who live there”.<\/p>\n

\nThe villages that we’re talking about are destroyed.
\n<\/span><\/p>\n

“L\u2019anima dei luoghi non si pu\u00f2 cancellare. Chi ha subito un trauma terribile deve poter tornare a vivere dove \u00e8 sempre stato. N\u00e9 container n\u00e9 tendopoli”.<\/strong>
\n“You can’t take away the soul of a place. Those who have suffered terrible trauma must be able to return to where they’ve always lived. Not to containers or tent cities”.<\/p>\n

Come dovrebbe essere il cantiere della ricostruzione?<\/strong>
\nWhat should the construction site be like?
\n<\/span><\/p>\n

“Un cantiere leggero. Superata la prima fase, si devono prevedere abitazioni montate nella zona sismica, strutture temporanee, non definitive. Si possono fare in poco tempo case di legno, a 600 euro al metro quadrato. Come a Onna, in Abruzzo. Finita la ricostruzione si ricicla tutto: il terreno occupato poi torna a essere campo di grano o pascolo”.<\/strong>
\n“A ‘light weight’ construction site. Once the initial phase has been completed, we have to provide habitations, assembled in the earthquake zone. These should be temporary structures, not permanent. Wooden houses, costing 600 Euro per square metre can be built in a short time. Like at Onna<\/strong>, in Abruzzo. Once the reconstruction is finished, everything is recycled: the land that was occupied can go back to being a corn field or pasture”.<\/p>\n

“Quarant\u2019anni fa per l\u2019Unesco ho lavorato con Gianfranco Dioguardi al cantiere sperimentale per il recupero dei centri storici. L\u2019idea base aveva a che fare con la scienza medica: usare la diagnostica per fare interventi meno invasivi possibile, come con la microchirurgia”.<\/strong>
\nForty years ago I worked with Gianfranco Dioguardi for UNESCO at the experimental construction site for the recovery of historic town centres. The idea was based on medical science: using diagnostics to carry out interventions that are as uninvasive as possible, like with microsurgery”.<\/p>\n

\nIt will be difficult to rebuild these places as they were before.
\n<\/span><\/p>\n

“Difficile, certamente. Ma possibile”.<\/strong>
