{"id":263,"date":"2010-01-29T08:00:32","date_gmt":"2010-01-29T12:00:32","guid":{"rendered":"https:\/\/blogs.transparent.com\/italian\/?p=263"},"modified":"2010-01-29T08:00:32","modified_gmt":"2010-01-29T12:00:32","slug":"smog-blog","status":"publish","type":"post","link":"https:\/\/blogs.transparent.com\/italian\/smog-blog\/","title":{"rendered":"Smog Blog"},"content":{"rendered":"<p align=\"justify\"><span style=\"font-family: Verdana;font-size: x-small\">The word<strong> &#8216;smog&#8217;<\/strong>, as you can  probably tell, is not an Italian creation, but we have certainly become experts  at producing it!<\/span><\/p>\n<p align=\"justify\"><span style=\"font-size: x-small\"><span style=\"font-family: Verdana\"><strong>&#8216;Smog&#8217;<\/strong> is an\u00a0 amalgam of  two English words: <span style=\"text-decoration: underline\">sm<\/span>oke, and f<span style=\"text-decoration: underline\">og<\/span>, and was originally coined to  describe the appalling, asphyxiating conditions in London\u00a0when the smoke  from\u00a0thousands of coal fires, and factory chimneys combined with thick fog.  These days coal smoke has been replaced by vehicle exhaust fumes, yet due to  strict ecological measures the insidious smog\u00a0 that choked the population not so  long ago has been banished from London.<\/span><\/span><\/p>\n<p align=\"justify\"><span style=\"font-family: Verdana;font-size: x-small\">Here in Italy, unfortunately, smog  continues to be a serious problem in\u00a0many big cities:\u00a0<strong>\u2018<\/strong><strong>le citt\u00e0 pi\u00f9  inquinate del\u00a0duemilanove sono state\u00a0Napoli e Torino, con\u00a0centocinquantasei  e\u00a0centocinquantuno\u00a0giorni di <\/strong><strong>superamento delle soglie\u2019<\/strong> (The\u00a0 most  polluted cities in 2009 were Napoli and Torino, with 156 and 151 days above the  safety levels). However, at present it is the\u00a0huge urban sprawl of Milano in the  north which is suffering badly. <strong>\u2018Dall\u2019undici gennaio, nuvole, nebbia, e  temperature vicino allo zero\u00a0non hanno mai permesso alle polveri sottili di  scendere sotto la soglia di sicurezza\u2019<\/strong> (Since the 11th of January, cloud,  fog and temperatures close to zero have never allowed the quantity of fine dust  particles in the air to go below\u00a0the\u00a0 safety level).<\/span><\/p>\n<p align=\"justify\"><span style=\"font-family: Verdana;font-size: x-small\">So why is it that in 2010, with all  our talk about\u00a0\u2018eco awareness\u2019 and concerns about the impact of  <strong>inquinamento<\/strong> (pollution) on our health and the future of planet  Earth, we can\u2019t sort out our smog problems? In a word (and not one that I like  to use often) <strong>la politica!<\/strong> (politics!).<\/span><\/p>\n<p align=\"justify\"><span style=\"font-family: Verdana;font-size: x-small\">Until recently there were quite  stringent laws in place that would block traffic from entering the most polluted  areas of Milan during adverse weather conditions. Then the laws were changed.  Milan decided to set itself up as a model of good conduct by following the  example of London with systems like the \u2018Ecopass\u2019, or by preventing the oldest,  most polluting vehicles from entering areas at risk. At the beginning it seemed  that <strong>tutto andasse liscio<\/strong> (everything was going smoothly). In  2008 the pollution control sensors registered only <strong>settantotto giorni di  smog sopra le soglie<\/strong> (78 days of smog above the safety levels), an  absolute record! However, last year the benefits slowly evaporated and the  levels returned to <strong>centosei<\/strong> <strong>giorni \u2018rossi\u2019 <\/strong>106  \u2018red\u2019 days, in other words: days above the safety\u00a0 levels.<\/span><\/p>\n<p align=\"justify\"><span style=\"font-family: Verdana;font-size: x-small\">So what went wrong? Well, the new  measures, which initially looked so promising, needed revising, augmenting and  enforcing ever more stringently. For example, the heavily polluting \u2018diesel Euro  4\u2019 vehicles should, theoretically, pay a <strong>pedaggio<\/strong> (toll) of 5  euros to enter the city, but the introduction of this simple measure has been  \u2018postponed\u2019 seven times so far, <strong>\u2018<\/strong><\/span><span style=\"font-family: Verdana;font-size: x-small\"><strong>e non se ne riparler\u00e0 prima delle elezioni regionali di fine <\/strong><\/span><span style=\"font-family: Verdana;font-size: x-small\"><strong>marzo\u2019<\/strong> (and it won\u2019t  be discussed again until after the regional election at the end of March). The  politicians, having \u2018kindly\u2019 listened to the concerns of the  <strong>commercianti<\/strong> (traders) regarding possible loss of revenue,  seemed to have concluded: <strong>\u2018<\/strong><\/span><span style=\"font-family: Verdana;font-size: x-small\"><strong>non possiamo <\/strong><\/span><span style=\"font-family: Verdana;font-size: x-small\"><strong>perdere voti per colpa dell\u2019Ecopass\u2019<\/strong> (we can\u2019t loose  votes because of the Ecopass).<\/span><\/p>\n<p align=\"justify\"><span style=\"font-family: Verdana;font-size: x-small\">And what about the concerns of the  ordinary citizens of Milano?
