Authorities have installed 1250 special bins for the excrement, collecting 143 tonnes last year. However, in spite of these bins, dog-owners often do not clean up after their pets.<\/p>\n<p style=\"text-align: justify\">The unsavoury sculpture (<strong>niesmaczna rze\u017aba<\/strong>) in not the artist\u2019s first venture into civic affairs.
