Moscow politician and activist Maxim Katz has published a <a href=\"http:\/\/maxkatz.livejournal.com\/459891.html\">controversial blog post<\/a> suggesting all parking spaces in the city be paid. Let us look at his vision of the problem and proposed solution &#8212; in his own words.<\/p>\n<h2>Issues<\/h2>\n<p>Katz describes a situation where car owners (\u0430\u0432\u0442\u043e\u0432\u043b\u0430\u0434\u0435\u0301\u043b\u044c\u0446\u044b) park their cars (\u043f\u0430\u0440\u043a\u0443\u0301\u044e\u0442 \u0430\u0432\u0442\u043e\u043c\u043e\u0431\u0438\u0301\u043b\u0438) in the shared yards of their high-rise buildings (\u0432\u043e \u0434\u0432\u043e\u0440\u0435\u0301).
