A thought-provoking opinion piece was making the rounds on the Russian Internet (“Runet”) last week. Moscow politician and activist Maxim Katz has published a controversial blog post<\/a> suggesting all parking spaces in the city be paid. Let us look at his vision of the problem and proposed solution — in his own words.<\/p>\n

Issues<\/h2>\n

Katz describes a situation where car owners (\u0430\u0432\u0442\u043e\u0432\u043b\u0430\u0434\u0435\u0301\u043b\u044c\u0446\u044b) park their cars (\u043f\u0430\u0440\u043a\u0443\u0301\u044e\u0442 \u0430\u0432\u0442\u043e\u043c\u043e\u0431\u0438\u0301\u043b\u0438) in the shared yards of their high-rise buildings (\u0432\u043e \u0434\u0432\u043e\u0440\u0435\u0301). He notes that most of the\u00a0available space is filled with cars to the detriment of communal spaces like playgrounds (\u0434\u0435\u0301\u0442\u0441\u043a\u0430\u044f \u043f\u043b\u043e\u0449\u0430\u0301\u0434\u043a\u0430), lawns (\u0433\u0430\u0437\u043e\u0301\u043d), and benches (\u0441\u043a\u0430\u043c\u0435\u0301\u0439\u043a\u0438).<\/p>\n

(If you don’t administer parking in residential neighborhood streets and yards, it will take up too much space and get in the way of other people.)<\/p>\n

He goes on to say that there are fewer parking spots in the courtyard than there are cars in the apartment building, to\u00a0the point that they park on sidewalks (\u043d\u0430 \u0442\u0440\u043e\u0442\u0443\u0430\u0301\u0440\u0435), on playgrounds (\u043d\u0430 \u0434\u0435\u0301\u0442\u0441\u043a\u043e\u0439 \u043f\u043b\u043e\u0449\u0430\u0301\u0434\u043a\u0435),\u00a0and on the lawn (\u043d\u0430 \u0433\u0430\u0437\u043e\u0301\u043d\u0435). Katz explains that when these areas were designed, no one knew people would have so many cars.<\/p>\n

(Most residential neighborhoods were built in the USSR era, when no one could have imagined this degree of car ownership.)<\/p>\n

Katz is against the city building free underground parking lots\u00a0(\u0431\u0435\u0441\u043f\u043b\u0430\u0301\u0442\u043d\u044b\u0435 \u043f\u043e\u0434\u0437\u0435\u0301\u043c\u043d\u044b\u0435 \u043f\u0430\u0440\u043a\u043e\u0301\u0432\u043a\u0438) or providing more parking space for each apartment building because he sees it as all taxpayers (\u043d\u0430\u043b\u043e\u0433\u043e\u043f\u043b\u0430\u0442\u0435\u0301\u043b\u044c\u0449\u0438\u043a\u0438) subsidizing car owners.<\/p>\n

(Now it [the problem] is being solved at the expense of those who don’t have a car — they get a smaller area of the city in their disposal, are inconvenienced [by cars\u00a0parked in their way] when walking, etc.)<\/p>\n

Katz believes the car owners themselves should pay for their parking spots.<\/p>\n

Solutions<\/h2>\n

The author proposes a three-prong solution.<\/p>\n

Katz makes the caveat that he is only talking about properties serviced by the city.<\/p>\n

Finally, he disagrees with comments that parents should pay for their children’s playground the same way as car owners should pay for parking.<\/p>\n
