That\u2019s 6,5 cigarettes per <strong>\u00ab\u0433\u0440\u0430\u0436\u0434\u0430\u043d<span style=\"text-decoration: underline;\">\u0438<\/span>\u043d \u0420\u043e\u0441\u0441<span style=\"text-decoration: underline;\">\u0438<\/span>\u0439\u0441\u043a\u043e\u0439 \u0444\u0435\u0434\u0435\u0440<span style=\"text-decoration: underline;\">\u0430<\/span>\u0446\u0438\u0438\u00bb<\/strong> [citizen of the Russian Federation] <strong>\u00ab\u0435\u0436\u0435\u0434\u043d<span style=\"text-decoration: underline;\">\u0435<\/span>\u0432\u043d\u043e\u00bb<\/strong> [every day]. This is indeed an <em>\u2018abnormally large\u2019<\/em> number, as the Russian government phrased the issue. According to the same frightening statistics, 40% of the Russian population smokes \u2013 the number is higher among men \u2013 and half of these people smoke <strong>\u00ab\u043e\u0434\u043d<span style=\"text-decoration: underline;\">\u0430<\/span> \u043f<span style=\"text-decoration: underline;\">\u0430<\/span>\u0447\u043a\u0430 <span style=\"text-decoration: underline;\">\u0438<\/span>\u043b\u0438 \u0431<span style=\"text-decoration: underline;\">\u043e<\/span>\u043b\u044c\u0448\u0435\u00bb<\/strong> [one pack or more] on a daily basis. This means that 20% of Russians, or every fifth Russian, smoke 20 cigarettes or more on any given day. In most foreigners\u2019 opinion the <em>\u2018drug\u2019<\/em> tightest connected to Russia is still alcohol \u2013 or more specifically: <strong>\u00ab\u0432<span style=\"text-decoration: underline;\">\u043e<\/span>\u0434\u043a\u0430\u00bb<\/strong> [vodka] \u2013 but during my almost six years in the country I\u2019ve learned that the most popular addiction here is another: <strong>\u00ab\u043a\u0443\u0440<span style=\"text-decoration: underline;\">\u0435<\/span>\u043d\u0438\u0435\u00bb<\/strong> [smoking]. You can\u2019t take one step in this country without seeing that <strong>\u00ab\u043b<span style=\"text-decoration: underline;\">\u044e<\/span>\u0434\u0438 \u043a<span style=\"text-decoration: underline;\">\u0443<\/span>\u0440\u044f\u0442\u00bb<\/strong> [people smoke] everywhere. When I first arrived in Russia in 2004 there were very few restaurants that had <strong>\u00ab\u0437\u0430\u043b \u0434\u043b\u044f \u043d\u0435\u043a\u0443\u0440<span style=\"text-decoration: underline;\">\u044f<\/span>\u0449\u0438\u0445\u00bb<\/strong> [a room for nonsmokers], but now everywhere you go to eat there\u2019s always one of those and also <strong>\u00ab\u0437\u0430\u043b \u0434\u043b\u044f \u043a\u0443\u0440<span style=\"text-decoration: underline;\">\u044f<\/span>\u0449\u0438\u0445\u00bb<\/strong> [a room for smokers], of course. I think this is a clear sign that Russia is aware that it has a problem and is trying to solve it. I have not yet been to a restaurant that didn\u2019t have a section where one could smoke, though, and most bars and clubs are still <em>\u2018for smokers only\u2019<\/em>, so to speak.<\/p>\n<p style=\"text-align: justify;\">You don\u2019t need to be an overtly attentive person to soon notice that smoking is the preferred way of spending one\u2019s break during the work day in this country. Everywhere outside of office complexes in the city you see people standing in small groups smoking. My university, for example, has a strict non-smoking policy \u2013 as can be read on signs everywhere proclaiming <strong>\u00ab\u043a\u0443\u0440<span style=\"text-decoration: underline;\">\u0438<\/span>\u0442\u044c \u0437\u0430\u043f\u0440\u0435\u0449\u0435\u043d<span style=\"text-decoration: underline;\">\u043e<\/span>\u00bb<\/strong> [smoking is prohibited] \u2013 but Russia is the land of constant contradiction and that\u2019s why all restrooms in the university also serve as <strong>\u00ab\u043a\u0443\u0440<span style=\"text-decoration: underline;\">\u0438<\/span>\u043b\u043a\u0430\u00bb<\/strong> [<em>colloq.<\/em> a smoking room]. Everyone here is of course aware of the fact that <strong>\u00ab\u043a\u0443\u0440<span style=\"text-decoration: underline;\">\u0435<\/span>\u043d\u0438\u0435 \u0432\u0440\u0435\u0434<span style=\"text-decoration: underline;\">\u0438<\/span>\u0442 \u0432<span style=\"text-decoration: underline;\">\u0430<\/span>\u0448\u0435\u043c\u0443 \u0437\u0434\u043e\u0440<span style=\"text-decoration: underline;\">\u043e<\/span>\u0432\u044c\u044e\u00bb<\/strong> [smoking harms your health], as is stated in big print letters <em>(but in a rather tiny font)<\/em> on every single pack of cigarettes sold. There\u2019s even a practice to not say <strong>\u00ab\u0441\u043f\u0430\u0441<span style=\"text-decoration: underline;\">\u0438<\/span>\u0431\u043e\u00bb <\/strong>[thank you] in Russia when someone lends you their lighter or gives you a cigarette \u2013 and even when you buy a brand new pack in the store \u2013 because <strong>\u00ab\u043d\u0430\u0440<span style=\"text-decoration: underline;\">\u043e<\/span>\u0434\u043d\u0430\u044f \u043c<span style=\"text-decoration: underline;\">\u0443<\/span>\u0434\u0440\u043e\u0441\u0442\u044c\u00bb<\/strong> [folk wisdom] says: <strong>\u00ab\u0437\u0430 \u044f\u0434 \u0441\u043f\u0430\u0441<span style=\"text-decoration: underline;\">\u0438<\/span>\u0431\u043e \u043d\u0435 \u0433\u043e\u0432\u043e\u0440<span style=\"text-decoration: underline;\">\u044f<\/span>\u0442\u00bb<\/strong> [you don&#8217;t thank someone for poison]. Instead in Russia you give the person \u2013 and the cashier behind the counter \u2013 a silent nod as a way of showing gratitude.<\/p>\n<p style=\"text-align: justify;\">On May 31<sup>st<\/sup> in Sverdlovsk Region, where Yekaterinburg is located <em>(where I live)<\/em>, <a href=\"http:\/\/www.e1.ru\/news\/spool\/news_id-327294-section_id-9.html\" target=\"_blank\"><strong>\u00ab\u0414\u0435\u043d\u044c \u043e\u0442\u043a<span style=\"text-decoration: underline;\">\u0430<\/span>\u0437\u0430 \u043e\u0442 \u043a\u0443\u0440<span style=\"text-decoration: underline;\">\u0435<\/span>\u043d\u0438\u044f. \u041d\u0430\u0432\u0441\u0435\u0433\u0434<span style=\"text-decoration: underline;\">\u0430<\/span>\u00bb <\/strong>[The Day of Saying No to Smoking. Forever]<\/a> was honored by many stores refusing to sell cigarettes during this entire day. Most stores, however, stopped selling cigarettes only for two hours on this day. Did this day have any effect? Well, perhaps it is too early to tell. The problem with smoking in Russia is that there isn\u2019t any particular part of the population that smokes and this fact makes it hard to eliminate completely. For you have to target not a smaller section of citizens, but EVERYONE at one and the same time and this is \u2013 as would any marketing specialist confirm \u2013 a rather tricky task. In most western countries the part of the population that smokes are often young, poor or uneducated. This is not the case in Russia. In Russia everyone smokes. Here you shouldn\u2019t be surprised to find <strong>\u00ab\u043f\u0440\u043e\u0444<span style=\"text-decoration: underline;\">\u0435<\/span>\u0441\u0441\u043e\u0440\u00bb<\/strong> [the professor] smoking next to <strong>\u00ab\u0443\u0431<span style=\"text-decoration: underline;\">\u043e<\/span>\u0440\u0449\u0438\u0446\u0430\u00bb<\/strong> [the cleaning lady] on the grounds of an academy, or to see <strong>\u00ab\u0434\u0438\u0440<span style=\"text-decoration: underline;\">\u0435<\/span>\u043a\u0442\u043e\u0440\u00bb <\/strong>[the director] of a large company and <strong>\u00ab\u0441\u0430\u043d\u0442<span style=\"text-decoration: underline;\">\u0435<\/span>\u0445\u043d\u0438\u043a\u00bb<\/strong> [the plumber] sharing a <strong>\u00ab\u043f\u0435\u0440\u0435\u043a<span style=\"text-decoration: underline;\">\u0443<\/span>\u0440\u00bb<\/strong> [<em>colloq.<\/em> smoke break] together.<\/p>\n<p style=\"text-align: justify;\">In April rumors started moving in certain circles of smokers in Russia \u2013 well, that\u2019s half of the population anyway \u2013 that the prizes of cigarettes were to rise from between 30-60 rubles <em>(about 80 cents-1,5 dollars)<\/em> per pack to between 150-200 rubles <em>(about 3,80-5 dollars) <\/em>in early May. Most smokers exclaimed with joy and in deep relief that there would soon come a day when smoking in Russia wouldn\u2019t be financially possible anymore. But May came and went without any changes in the prizes of cigarettes; the most popular and commonly sold cigarettes still cost less than one US dollar per pack here. With such prizes it is no surprise that people in Russia can\u2019t agree with what is usually said in the west about smoking: that it\u2019s <strong>\u00ab\u0434<span style=\"text-decoration: underline;\">\u043e<\/span>\u0440\u043e\u0433\u043e\u00bb<\/strong> [expensive]. But the prices have gone up during the past couple of years despite that no chock raise have taken place. I can share my own experience: when I first started smoking in Russia back in 2005 the cigarettes I prefer cost 15 rubles <em>(that\u2019s almost 40 cents)<\/em>, now they cost 31 rubles <em>(80 cents)<\/em>. But even a close to 100% increase hasn\u2019t stopped me from considering them cheap enough, anyway. And I\u2019m pretty sure most Russians would agree with me on this. The only thing that can save Russia <strong>\u00ab\u043e\u0442 \u043a\u0443\u0440<span style=\"text-decoration: underline;\">\u0435<\/span>\u043d\u0438\u044f\u00bb<\/strong> [from smoking] is to do what has been done before in the west: raise the prices. But when you present this opinion you\u2019ll hear plenty of arguments from Russians about how this will be unfair to all the <em>\u2018old smokers\u2019<\/em>. They\u2019re talking about the elderly part of the population, living in poverty in smaller towns or villages, who are now pensioners and <strong>\u00ab\u043d\u0435 \u043c<span style=\"text-decoration: underline;\">\u043e<\/span>\u0433\u0443\u0442 \u0431\u0440<span style=\"text-decoration: underline;\">\u043e<\/span>\u0441\u0438\u0442\u044c \u043a\u0443\u0440<span style=\"text-decoration: underline;\">\u0438<\/span>\u0442\u044c\u00bb<\/strong> [can\u2019t quit smoking] because it is simply too late in the game for them. And soon they\u2019d have you agree that it wouldn\u2019t be fair to <strong>\u00ab\u0434<span style=\"text-decoration: underline;\">\u044f<\/span>\u0434\u044f \u041f<span style=\"text-decoration: underline;\">\u0435<\/span>\u0442\u044f\u00bb<\/strong> [uncle Petya] to raise the prices on his beloved <strong>\u00ab\u041f\u0451\u0442\u0440 \u041f<span style=\"text-decoration: underline;\">\u0435<\/span>\u0440\u0432\u044b\u0439\u00bb<\/strong> [Peter the First <em>(one of the cheapest brands sold in Russia today)<\/em>].<\/p>\n<p style=\"text-align: justify;\">Maybe this would lead the na\u00efve foreigner to think that it is generally accepted in Russia today to smoke? If everyone is doing it, then it should be just okay \u2013 obviously? That\u2019s not entirely true, however. In Russia there\u2019s a clear separation between the genders when it comes to whether or not smoking is <em>\u2018allowed\u2019<\/em>. It is less okay for a woman to smoke here. And Russians aren\u2019t ashamed of telling you so. I remember an incident that happened when I was still living in Siberia. Back then I was 20 years old and one day I was smoking together with the other students in my group in front of the pedagogical university where we studied. All the other students in my group were male \u2013 almost everyone from different countries. Suddenly I was attacked by an elderly woman \u2013 the traditionally attentive and morally responsible <strong>\u00ab\u0431<span style=\"text-decoration: underline;\">\u0430<\/span>\u0431\u0443\u0448\u043a\u0430\u00bb<\/strong> [<em>\u2018grandmother\u2019<\/em>] that can be found everywhere when things need to be addressed to in a properly manner in Russia. She grabbed the cigarette from my hand and screamed: <strong>\u00ab\u0422\u044b \u0436\u0435 \u0431<span style=\"text-decoration: underline;\">\u0443<\/span>\u0434\u0443\u0449\u0430\u044f \u0443\u0447<span style=\"text-decoration: underline;\">\u0438<\/span>\u0442\u0435\u043b\u044c\u043d\u0438\u0446\u0430 \u043d<span style=\"text-decoration: underline;\">\u0430<\/span>\u0448\u0438\u0445 \u0434\u0435\u0442<span style=\"text-decoration: underline;\">\u0435<\/span>\u0439!\u00bb<\/strong> [You&#8217;re the future school teacher of our children!] She didn\u2019t even look at the male students around me who were also smoking. She only cared that I, a woman, was smoking. At other times I\u2019ve been screamed at by equally concerned <em>\u2018babushkis\u2019<\/em> that <strong>\u00ab\u0442\u044b \u0436\u0435 \u0431<span style=\"text-decoration: underline;\">\u0443<\/span>\u0434\u0443\u0449\u0430\u044f \u043c\u0430\u0442\u044c!\u00bb<\/strong> [you&#8217;re a future mother!]. And I completely agree with them that it is more dangerous for a woman to be smoking than for a man because we\u2019re the ones that carry the children for nine months and then feed them with our bodies for even longer. But smoking is as unhealthy and just as much of a deadly habit both for women and for men. In Russia girls who smoke are also often called <strong>\u00ab\u043f\u043b\u043e\u0445<span style=\"text-decoration: underline;\">\u0438<\/span>\u0435 \u0434<span style=\"text-decoration: underline;\">\u0435<\/span>\u0432\u0443\u0448\u043a\u0438\u00bb <\/strong>[bad girls] \u2013 which might be the reason for why less women than men smoke in this country. You wouldn\u2019t want people to call you that, now would you? That\u2019s why you shouldn\u2019t smoke if you\u2019re a girl in Russia!<\/p>\n<p style=\"text-align: justify;\">Despite all of this, <strong>\u00ab\u043a\u0443\u0440<span style=\"text-decoration: underline;\">\u0435<\/span>\u043d\u0438\u0435\u00bb<\/strong> [smoking] is still such large a part of Russian culture that it even has a colloquial nickname: <strong>\u00ab\u043a<span style=\"text-decoration: underline;\">\u0443<\/span>\u0440\u0435\u0432\u043e\u00bb<\/strong> [smoking, or <em>\u2018something to smoke\u2019<\/em>]. And even though I know it is bad for me and that I should quit, the first thing I do after my plane has landed on Russian soil is to get myself to the closest airport kiosk and buy a pack of cigarettes. In my mind there\u2019s nothing that says <strong>\u00ab\u044f \u0434<span style=\"text-decoration: underline;\">\u043e<\/span>\u043c\u0430\u00bb<\/strong> [I&#8217;m home] in this country than to light up one and strike up a conversation with a fellow Russian <strong>\u00ab\u043d\u0430 \u043c<span style=\"text-decoration: underline;\">\u0435<\/span>\u0441\u0442\u0435 \u0434\u043b\u044f \u043a\u0443\u0440<span style=\"text-decoration: underline;\">\u0435<\/span>\u043d\u0438\u044f\u00bb<\/strong> [in the place for smoking] in the airport while I wait for my connecting flight\u2026 In my defense I can say that I have never smoked in Sweden: because my mother says only people with a death wish smoke and I do not see myself as such a person. Also I would never in a lifetime go against the word of my mother.
