{"id":9302,"date":"2015-12-23T10:00:14","date_gmt":"2015-12-23T15:00:14","guid":{"rendered":"https:\/\/blogs.transparent.com\/spanish\/?p=9302"},"modified":"2015-12-23T11:51:19","modified_gmt":"2015-12-23T16:51:19","slug":"peace-in-colombia-los-dialogosdepaz","status":"publish","type":"post","link":"https:\/\/blogs.transparent.com\/spanish\/peace-in-colombia-los-dialogosdepaz\/","title":{"rendered":"Peace in Colombia: Los #DialogosDePaz"},"content":{"rendered":"<p>Modern history has seen almost constant turmoil in <i>el Mundo Hispanohablante, <\/i>but very soon\u00a0Latin America will almost certainly be credited with ending its longest ongoing military conflict.<\/p>\n<p>Colombia, the country that&#8217;s been in civil war for half a century, is on the verge of brokering an unprecedented peace deal with the rebel <i>Fuerzas Armadas Revolucionarias de Colombia<\/i> or FARC. Whether the deal holds up and if the <i>pueblo colombiano<\/i> benefits in the long-run will remain to be seen, but the nature of this deal is unique in many ways. Over its 55 years it has resulted in over 220,000 deaths\u00a0and an astounding <a href=\"http:\/\/www.unhcr.org\/pages\/49e492ad6.html\" target=\"_blank\">6.5 million internally displaced persons<\/a>, or <i>desplazados internos<\/i>, the proportionally largest internally displaced population of any country in the world.<\/p>\n<p>The conflict began primarily as an ideological dispute between the left and right and was exacerbated by world powers during the Cold War. The roots of the modern-day conflict can be found in a period known as <i><a href=\"https:\/\/es.wikipedia.org\/wiki\/La_Violencia\" target=\"_blank\">La Violencia<\/a><\/i>, the ten-year civil war between the neoliberal Colombian <i>Partido Conservador<\/i> and leftist <i>Partido Liberal<\/i>. The conflict began with the <i>magnecidio<\/i>\u00a0of the presidential candidate of the <i>Partido Liberal<\/i> in Bogot\u00e1 in 1948. This assassination of the leftist political candidate led to ten years of ideologically-fueled conflict, mostly in the rural areas of Colombia.<\/p>\n<p>Half a century later the conflict bears little resemblance to its origins. The FARC, the leftist militia that ostensibly aims to promote economic equality and diminish Western influence in Colombia, is listed as an <i>organizaci\u00f3n terrorista<\/i> by many governments, including the United States and many Western powers. Left-leaning Latin American governments like those of Ecuador, Brazil, and Venezuela deem the FARC instead a <i>grupo irregular<\/i> or <i>grupo beligerante<\/i>, acknowledging the violence caused by the separatist group but stopping short of naming them outright terrorists. Since 2012, FARC attacks and kidnappings have rapidly decreased, largely due to negotiations between the Colombian government, FARC, and regional powers. Earlier this year <a href=\"http:\/\/www.theatlantic.com\/international\/archive\/2015\/09\/pope-francis-colombia-farc-peace-deal\/407194\/\" target=\"_blank\">President Santos and FARC leaders met with Pope Francis in Havana<\/a>, Cuba. There, a preliminary peace deal was made, and both parties committed to a permanent peace agreement within six months.<\/p>\n<p>Several months later, the peace process is nearly complete, and members of both the FARC and the government have generally expressed satisfaction with the agreements. Some have praised it as <a href=\"http:\/\/www.theguardian.com\/world\/2015\/sep\/26\/colombia-farc-peace-santos\" target=\"_blank\">a new model for conflict resolution<\/a> because of a few key aspects of the agreement. Those aspects include a <a href=\"http:\/\/www.altocomisionadoparalapaz.gov.co\/oacp\/Pages\/informes-especiales\/jurisdiccion-especial-paz\/index.html\" target=\"_blank\">complex tribunal court<\/a> that will try participants on <i>both sides<\/i> of the conflict, and the allowance for former FARC members to participate in government.<\/p>\n<p>Iv\u00e1n M\u00e1rquez, one of the top leaders of the FARC, released a <a href=\"http:\/\/anncol.eu\/colombia\/politica-economia\/item\/2768-mensaje-de-las-farc-ep-al-pueblo-colombiano-sobre-el-cierre-definitivo-de-la-jurisdiccion-especial-para-la-paz-y-el-acuerdo-parcial-sobre-victimas\" target=\"_blank\">lengthy statement<\/a>, commending the groundbreaking peace deal while asking the people of Colombia not to forget the origins of the conflicts and what is still at stake:<\/p>\n<blockquote><p>&#8220;Hemos venido plet\u00f3ricos de satisfacci\u00f3n a comunicar a Colombia y al mundo la buena nueva del cierre definitivo de la Jurisdicci\u00f3n Especial para la Paz y del Acuerdo Parcial sobre V\u00cdCTIMAS, cuyas potencias dinamizadoras-si no se atraviesan en el camino obstrucciones adversas al sentido com\u00fan-, podr\u00e1n acercarnos al prop\u00f3sito superior de nuestra reconciliaci\u00f3n.<\/p>\n<p>Pero no podemos olvidar que el origen del conflicto es anterior a la fecha de creaci\u00f3n de las FARC. Nuestra fundaci\u00f3n es una consecuencia de la violencia del bloque de poder dominante y de fen\u00f3menos de desigualdad social que terminaron engendrando y haciendo evidente la necesidad de acudir al Derecho de rebeli\u00f3n.&#8221;<\/p><\/blockquote>\n<p>The rhetoric from the far-left is heavy, at least equal to that from the far-right. Former president and current senator <a href=\"http:\/\/internacional.elpais.com\/internacional\/2015\/12\/17\/colombia\/1450370125_863449.html\" target=\"_blank\">\u00c1lvaro Uribe of the right-wing <i>Centro Democr\u00e1tico<\/i><\/a> is leading the fight to stop the peace deal. He worries that it affords too many rights to the FARC, and that it signals the impending invasion of a leftist regime like that in neighboring Venezuela. He&#8217;s been actively attacking the agreement on Twitter:<\/p>\n<blockquote class=\"twitter-tweet\" lang=\"en\">\n<p dir=\"ltr\" lang=\"es\">Santos no es la paz la que est\u00e1 cerca, es la entrega a Farc y a la tiran\u00eda de Venezuela<\/p>\n<p>\u2014 \u00c1lvaro Uribe V\u00e9lez (@AlvaroUribeVel) <a href=\"https:\/\/twitter.com\/AlvaroUribeVel\/status\/646657491145781248\">September 23, 2015<\/a><\/p><\/blockquote>\n<p>The agreement is generally expected to be signed by both sides very soon, and if adhered to, would lead to disarmament of the FARC within 60 days of its signing. It is clear that many interests have a stake in the peace talks, and that the agreement is an unprecedented one in Latin America. What remains unclear is what it means for the future of <i>el pueblo colombiano<\/i>.<\/p>\n<p><b><u>Vocabulario<\/u><\/b><br \/>\n<i>la guerra<\/i>: war<br \/>\n<i>la guerrilla<\/i>: soldier in a militia, guerrilla soldier<br \/>\n<i>la v\u00edctima<\/i>: victim<br \/>\n<i>la izquierda\/izquierdista<\/i>: Left or leftist, in the political sense.
