On April 6, 2016, it is happening. The referendum over de wet tot goedkeuring van de Associatieovereenkomst tussen de Europese Unie en Oekraïne (referendum about the law on approval of the association agreement between the European Union and Ukraine). The referendum is raadgevend (consultative), so the kabinet (government) is not obliged to follow the uitslag (result). It came after the GeenPeil (NoPoll) campaign, organized by news and satire website GeenStijl (NoStyle). The leader of the campaign was journalist Jan Roos. With a petitie (petition) for a referendum, they gathered more than 400.000 handtekeningen (signatures) – enough to actually get a referendum through!

The question on the referendum is going to be very easy: Bent u voor of tegen? (Are you in favor or against?) – with either a yes or a no. Not so much to choose… Either, you can read on, or try to fill in the Kieskompas on the GeenPeil website, which gives you 30 questions to see whether you are in favor or against.

But then what do the Dutch vote for or against? Here is a little debate about it:

First, the second anchor, Simone, gives a short overview what this is all about:

“Ja, het referendum over het samenwerkingsverband met Oekraïne is zoals gezegd op 6 april. Bent u voor of tegen de wet tot goedkeuring van de associatieovereenkomst tussen de Europese Unie en Oekraïne? Dat is de vraag die op die dag gesteld wordt. Maar waar stemt u nou voor of tegen? Nou, in het verdrag staan afspraken over meer samenwerking tussen de Europese Unie en Oekraïne. Dan gaat het om politiek, buitenlandbeleid, veiligheidsbeleid en energiebeleid. Daarbij maakt het verdrag meer handel tussen de EU en Oekraïne mogelijk door het wegnemen van importheffingen. Het verdrag legt verder de nadruk op het versterken van de democratie, de rechtsstaat, het respect van mensenrechten en het milieu. En het moet volgens de opsteller van het verdrag allemaal leiden tot meer stabiele politieke en economische buitengrenzen. Als dertig procent van de kiezers gaat stemmen, is de uitslag geldig. Daarna is het aan het kabinet of het de uitspraak van de kiezer overneemt of naast zich neerlegt.”

A lot of text! Basically she says it is about politics, foreign policy, security policy, and energy policy. Import duties would be taken away to stimulate trade. It puts emphasis on democracy, rule of law, respect of human rights and the environment. The goal is stability of political and economic outer borders of the EU.

After this short explanation, two debaters who started campaigns either for or against the referendum, have a debate about it. On the yes side, there is Michiel van Hulten of the PvdA (Partij van de Arbeid – Labour Party. It is one of the government parties right now!), and on the no side, there is Harry van Bommel of the SP (Socialistische Partij – Socialistic Party. It is an opposition party).

Can you figure out all arguments each side brings in this little showdown?

Michiel van Hulten – IN FAVOR

• Oekraïne heeft gekozen voor het associatieverdrag en de Europese waarden, zoals democratie, dus moet de EU daarbij helpen;
• Zonder het verdrag is er geen toekomstperspectief voor het land en de bevolking;
• Nederland is een handelsland en handelen is een kernbelang van het land;
• Niet tekenen helpt Poetin, hij is Oekraïne al binnengevallen. 

Harry van Bommel – AGAINST

• De bevolking is gesplitst;
• Landen willen samenwerken, wat ook kan zonder een vergaand associatieverdrag;
• Het Europees bedrijfsleven profiteert ervan op kosten van de Europese belastingbetaler; 
• Dat Oekraïne zich aan de EU aanpast is op dit moment volstrekt ongewenst;
• Van mensenrechten komt op dit moment niets terecht, zolang men blijft vechten in Oekraïne.
