Além dos indefinidos whoever, however, wherever, whenever, whichever etc., temos duas formas de dizer “seja lá quem for”, “seja lá como for”, “seja lá onde for”…

No matter who, how, where, what, when, which…
I (you, he, she etc.) don’t (doesn’t) care who (how, when etc.)

Vamos ver alguns exemplos:

Seja lá quem disse isso, acho que ele ou ela estava enganado.
No matter who said it, I think he or she was wrong.
I don’t care who said it, I think he or she was wrong.
Whoever (may have) said it, I think he or she was wrong.

Seja lá onde estiver o Mark agora, eu preciso falar com ele.
No matter where Mark is now, I need to talk to him.
I don’t care where Mark is now, I need to talk to him.
Wherever Mark is now, I need to talk to him.

Não importa o que você acha, a lei é esta.
No matter what you think, that is the law.
I don’t care what you think, that is the law.
Whatever you (may) think, that is the law.
