   على العراق او في حقّ العراق means ‘on Iraq or against Iraq’
   عقل يعى means a ‘thinking mind’, i.e. one who uses his mind.
   ونتقى شر ضربة عسكرية means ‘and we avoid the consequences of a military strike.’
   Without proper context, it is hard to know the exact meaning, but I still hope this helps.

   استراحات means rest houses or guest houses (temporary accommodation units for workers who stay away from their families) literally

   دعا للاحتكام إلى العقل called for resorting to reason or common-sense (calls for someone to be sensible about something)
   تصعيد الموقف means escalating the situation.
